Summary


This position will oversee the construction of the Transfer Station and ultimately be the lead staff person for the new transfer station cost center and will oversee both waste collections operations and waste transfer operations when completed. This position will also be key in departmental succession.

Performs complex supervisory, managerial, and administrative functions and apply professional skills and knowledge in the planning, organizing, coordinating, directing, and supervising the activities of the Solid Waste Department. Employee is responsible for daily support of both waste collection operations and waste transfer operations. Ensures that short- and long-term plans and policies are implemented and in compliance with budget and planning documents. Work is performed under the general direction of the Director of Solid Waste through formal/informal discussions, conferences, observations, and analysis of reports and recommendations.

Essential Functions


  • Assist the Director in planning, administration and operations for the Solid Waste Utility
  • Acts as Interim Director of Solid Waste in the absence of the Director of Solid Waste.
  • Prepares solid waste related agenda items for City Council. Give presentations to City Council as well as other boards and at public meetings as delegated by the Director of Solid Waste.
  • Evaluate legislative and regulatory items and the technical impact to solid waste.
  • Collect industry benchmark data pertinent to transfer operations and collection operations to optimize and improve performance
  • Manage the development and implementation of department goals, objectives, policies, and priorities; establishes, within City policy,appropriate service and staffing levels; and allocates resources accordingly.
  • Motivates and evaluates department staff; provides or coordinates training and works with employees to correct deficiencies; and implements and administers disciplinary and termination procedures.
  • Plans, directs, and coordinates, through subordinate-level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures.
  • Participate in the development and administration of the department budget; estimate funding needs for staffing, equipment, materials, and supplies; directs the monitoring and approval of expenditures; and directs the preparation and implementation of budgetary adjustments, as necessary.
  • Assist customers who need help solving complex or difficult solid waste service related issues. Promotes a high level of customer service.
  • Monitors the status of solid waste industry and regulations and monitors permits or registrations related to waste transfer facility and waste collection operations
  • Perform related duties as required.

Qualifications


Bachelor's degree in engineering, public administration, business administration or related from an accredited university with an additional five to seven years of experience in solid waste utility service which includes management experience; or any combination of relevant education and experience working with solid waste utilities including five (5) years of supervisory experience.

Additional Qualifications:
  • Valid Texas Driver's License
  • Licensed MSW Class A Operator or Class B Operator
  • Engineers must be Licensed Professional Engineer in the State of Texas

Knowledge and Abilities


Knowledge of:
  • Design techniques, principles, tools and instruments involved in the production of and use of precision technical plans, blueprints, drawings, and models;
  • Solid Waste collection, disposal and diversion operations;
  • Financial budgets;
  • Local, State, and Federal regulations related to solid waste;
  • Policies and practices involved in personnel/HR functions, including selection, supervision, training, performance evaluations.
Ability to:
  • Plan, organize, and direct Solid Waste projects;
  • Develop and present sound conclusions and recommendations;
  • Communicate effectively orally and in writing;
  • Establish and maintain effective relationships with senior management, employees and the public;
  • Supervise the work of others;
  • Prepare and administer budgets;
  • Monitor operations to ensure compliance with local, state, and federal regulations.
