General Summary
Under general direction of the Sr. Facilitation Construction Manager or Sr. DCC Construction Manager, this role will assist in the enforcement and implementation of building codes and energy codes for compliance of building systems during construction and alterations for life and safety. Performs construction document plan reviews and inspections for all newly constructed or modified facilities for code compliance of projects submitted by the Airport Board, Concessions, and Tenants for compliance with the International Code Council (ICC) family of model codes, DFW International Airport Design Criteria Manual, DFW International Airport Code Amendments for Construction, Federal and State Regulations, Construction Standards and FAA Regulations.
Principal Duties and Responsibilities
Collaborates with Designers, Engineers, Project Managers, Stakeholders, QA Construction Inspectors and Contractors to ensure compliant construction projects with adopted ICC codes, DFW Design Criteria Manual, and DFW Code Amendments through plan review and inspections.
Performs construction document plan reviews and construction inspections in the designated building code discipline.
Ensures Airport facilities comply with FAA Regulations and other mandated design standards.
Records and documents inspection, plan review and testing results. Issues deficiency reports and monitors remedial work. Records re-inspection and retesting results. Ensures correction of all deficiencies.
Keeps abreast of new code changes and materials. Provides technical assistance related to code interpretation, conformance, constructability, and quality assurance at each project phase from design through final inspection.
Works under general supervision and, at times, autonomously with the supervisor available for more difficult questions.
Minimum Requirements
High school diploma or equivalent.
Three (3) years’ experience in construction inspections and construction document plan examination. Active ICC certifications: Commercial Building Inspector, Building Plans Examiner, Commercial Energy Inspector, Commercial Energy Plans Examiner, Commercial Combination Inspector, and Combination Plans Examiner.
Any equivalent combination of education and/or experience may be substituted for the above.
Possession of a valid Class C driver’s license.
Required Knowledge, Skills and Abilities
Knowledge of the ICC family of codes and Local, State, and National Codes and Regulations related to major construction development, building systems and energy conservation.
Ability to detect and correct non-complying items during plan review and inspections.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to maintain harmonious internal and external working relationships.
Special Requirements
Must obtain a Security Identification Display Area (SIDA) Airport Identification/Access Badge in accordance with TSA requirements within thirty (30) days from date of employment and maintain qualification for a SIDA badge upon each renewal.
Designated safety sensitive position. Must pass a drug test prior to employment and submit to drug screening on a random basis during employment in the safety sensitive position.
Desirable
Experience using Microsoft Office Applications (Word, Excel, PowerPoint, SharePoint) and municipal building department permitting software systems.
Experience using Apple iPad and mobile municipal building department inspection applications.
Experience using Blue Beam and Adobe Acrobat.
Experience using Microsoft Teams and Outlook.
Efforts
Work occurs in an office, mechanical rooms, confined spaces, terminal buildings, outdoor environments, and construction sites.
Sit for prolonged periods; use keyboard and computer monitor; read technical documents and design drawings.
Perform mathematical calculations; solve problems and interpret codes; communicate via phone, computer, writing, and in person.
Drive to locations on and off Airport property; climb ladders and work in physically demanding positions; walk/stand for extended periods.
Use permitting and inspection tools, flashlights, and test equipment; comply with OSHA rules and wear appropriate PPE and uniform clothing.
