Department Information Position Description
Under general supervision, the Compliance Investigator assists the Division Deputy Director in investigations of complaints against private occupational schools operating in the State. This includes gathering various documents from schools, interviewing witnesses, reviewing advertising, undercover contacts and unannounced visits requested by the Colorado Private Occupational School Board or directed by the Chief Occupational Education Officer (COEO)/Division Director, Deputy Directors, or Attorney General. Analysis of evidence gathered, and completing written reports for the Directors or the Attorney General or Board which clearly outline the investigation findings.

Description of Job Scope of Responsibilities
This intermediate level position is responsible for independently performing specialized duties by conducting investigations of complaints against private occupational schools.Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instructions or assistanceas new or unusual situations arise and are fully aware of the operating procedures, practicesand policies of the work unit.
Job Duties
- To assist the Division Director and Division Deputy Director in investigations of the high volume of complaints against private occupational schools operating in the State.
- Conducts site visits to schools to make observations, conduct interviews and gather various documents from schools as requested by either the Division Director, Division Deputy Director, the Attorney General, or by the Board.
- Conducts an analysis of observations and documents; assessment of information gleaned from witness and student interviews, and other necessary tasks to complete written reports for either the Directors or the Board which clearly outlines the findings of the investigation.
- Coordinate action plans and work with Directors to determine whether matters require enforcement or Board action.
- Assist with calculating bond refunds due to students in compliance with statutory guidelines.
- Completes tasks by working independently on investigations assigned, often on the school site. Interacts with the school throughout the investigation in a professional manner that is in line with the Division's mission of consumer protection and fostering quality and ethical business practices of schools.
- Completes concise written reports that are a clear analysis of complaints, investigatory process and evidence for use by the Division Directors, Attorney General, Board in any administrative disciplinary action that may result from the investigation, including testimony at hearings in the Office of Administrative Couts, District Court or Board Hearings.
- Conducts unannounced on-site visits to schools with or without DPOS staff for analysis of schools' records and facilities as assigned by the Division Director and/or Deputy Director.
- Receives, reviews, and processes exemption requests from both in-state and out-of-state training providers and schools who may be exempt from regulatory oversight. Makes appropriate determination based on statute and rule.
- Uses the Division DPOS Connect system, databases, and other approved internet investigative tools and techniques to conduct compliance and background research on schools as directed.
- Maintains, tracks and updates all complaint investigation activities in the DPOS system, and is able to use the system to pull reports on investigations as requested.
- Maintains investigative materials, and evidence gathered in a secure and separate manner than Division day-to-day school documentation.
- Coordinates with state Attorney General staff on appropriate legal matters resulting from complaint investigations.
- Communicates, meets with, and advises representatives from other state agencies regarding associated complaints, exempt schools, and Eligible Training Providers List matters.
- Attends monthly Board Meetings and provides updates to Board members regardingongoing complaint investigations.
- Advises unauthorized in-state and out-of-state training providers/schools on the exemption and/or school application process in order to obtain state regulatory compliance.
- Other responsibilities as assigned.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Education and Experience
Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.? A typical way to obtain the knowledge and abilities would be:
Education:
Bachelor's degree from an accredited university or college in Public Administration, Criminal Justice or related field.
Substitution: six (6) years of experience in a related field can replace the education requirement of a bachelor's degree.
Experience:
- Twp (2) years of experience in governmental regulation, administrative or criminal law, or related field.
- Strong organizational skills are necessary, with proven ability to plan and execute investigations
- Excellent oral, written, and interpersonal communication skills
- Resourceful, reform-oriented and a ble to take initiative in a changing environment.
- Communicate effectively, anticipating needs and keeping team members informed of problems and issues.
- Working with governing boards
Licenses and Certifications:
Valid Colorado driver's license and compliance with all requirements for driving a state vehicle are required throughout the term of employment
Knowledge of:
- State statutes, rules and regulations, policies, procedures, and guidelines

Typical Working Conditions
- The employee works in a 40-hour work week, either remotely, hybrid, or in-office, depending on the arrangement met during employment with the supervisor during normal office hours of Monday- Friday 8:00 am - 5:00 pm.
- Job duties may occasionally require working extended hours or hours outside of the regular schedule.
- The position may require periodic in-state and out-of-state travel requiring occasional overnight stays. The position requires the ability to travel independently through the state including overnight stays.
