Job Summary

Join a mission-driven team in the Environmental Health division and contribute to protecting, maintaining, and improving the health of all Minnesotans. The Minnesota Department of Health's (MDH) Community Public Water Supply (CPWS) Unit is looking for a Compliance Officer to:
  • Administer and ensure compliance with the federal Safe Drinking Water Act (SDWA) and MDH rules and regulations for public water systems.
  • Develop, document, and improve compliance standard operating procedures (SOPs).
  • Collaborate with the Unit Supervisor, Compliance Coordinators, Section and Division staff, and the US Environmental Protection Agency (EPA) to optimize program implementation.
  • Provide technical assistance, consultation, and training to staff, public water systems, operators, and other stakeholders on regulatory compliance for public water supplies.

This vacancy announcement will be used to fill up to two (2) State Program Administrative Intermediate positions.

Candidates may have the option to telework; however, telework schedules are based on the unit's operational needs and are at supervisory discretion. The incumbent will be working at the St. Paul office location approximately three days a week preparing and responding to water quality monitoring results and schedules.

Qualifications

Minimum Qualifications

One (1) year of experience in the following areas:
  • Writing technical or science-based regulatory and/or public education correspondence.
  • Managing fast and immediate turnaround in emergency and regular communications with technical partners, such as laboratories.
A related bachelor's degree may substitute for one year of experience; associate degree may substitute for six months of experience.

Additional minimum qualifications to be assessed during interview:
  • Strong oral and written communication skills sufficient to communicate in a clear, concise, effective manner, both verbally and in writing.
  • Demonstrated ability to work independently and collaboratively as part of a team, taking initiative in work and project planning while maintaining meticulous attention to detail.
  • Adaptable to shifting priorities, with the ability to efficiently integrate changes into daily schedules and workflows.
Preferred Qualifications
  • Solid understanding of the Federal Safe Drinking Water Act and relevant state statutes and regulations governing drinking water.
  • Proven ability to build and maintain effective working relationships within MDH, with external organizations and agencies, facility owners and operators, and the general public.
  • Proficient in using software applications, including the Microsoft Office Suite and database management tools.
  • Skilled in interpreting and communicating public health and scientific information in plain language to diverse audiences, including stakeholders and the public.
  • Experienced in collecting, compiling, and analyzing data from multiple sources to inform decisions and reporting.
  • Highly adaptable to shifting priorities and capable of integrating changes efficiently into daily schedules and workflows.
