Our program services and ceremonial activities are anchored in the foundational principles of the Friendship House Healing Model and Community Defined Evidence Practice (CDEP), with Traditional Healers, Practitioners and Counselors integral to every aspect of our work.

 

Overview

Friendship House seeks an experienced consultant to design, develop, and implement a comprehensive, culturally rooted outreach and referral strategy aimed at increasing admissions to our Substance Use Disorder (SUD) treatment program. The consultant will collaborate closely with Friendship House staff throughout the engagement period (anticipated 6–12 months), ensure sustainable internal capacity for outreach after the contract ends, and improve program visibility through multi-channel communication strategies.

 

Objectives

-Develop and execute a 6–12 month outreach and referral strategy that aligns with Friendship House’s mission, vision, and cultural values.

-Train and mentor the current Outreach Worker to continue long-term outreach efforts beyond the consultant’s term.

-Enhance program visibility through partnerships, communications, and outreach materials.

-Establish and strengthen referral networks with tribal, urban Indian, and allied service organizations statewide.

 

Key Deliverables

Strategic Planning & Implementation

-Conduct assessment of current outreach/referral efforts and identify gaps.

-Develop an Outreach & Referral Implementation Plan with timelines, target audiences, and performance indicators.

-Coordinate with Intake, Clinical, and Administrative teams to ensure seamless referral and admissions processes.

Partnership Development

-Build and formalize referral relationships with Tribal TANF offices, IHS clinics, UIOs, DV shelters, WIC offices, detox facilities, and other relevant partners.

-Negotiate and draft referral agreements or MOUs where appropriate.

-Serve as liaison to external partners during the engagement.

Staff Training & Capacity Building

-Provide mentorship and skill development to the current Outreach Worker in strategic

outreach, relationship-building, and data tracking.

-Deliver at least two formal training sessions on long-term outreach strategy and best practices .

Program Visibility & Communications

-Develop and/or update outreach materials (flyers, brochures, referral toolkits).

-Coordinate printing and distribution, including targeted mailing campaigns. - Support outreach through cold-calling, email campaigns, event tabling, and media outreach (including Native radio and newsletters).

Monitoring & Evaluation - Create and maintain a system for tracking outreach activities, referral sources, and conversion rates.

-Provide quarterly progress reports and a final comprehensive report with recommendations for sustaining outreach efforts post-contract.

Meetings & Collaboration

-Monthly progress meetings with the Chief Executive Officer/Chief Operating Officer.

-Biweekly coordination with Outreach Worker and relevant staff.

-Ad hoc check-ins as needed during high-priority outreach phases.

 

 

Budget

Friendship House anticipates allocating funding in the range of $6,000/month−$8,000/month for this contract, depending on experience and proposed scope. Respondents are encouraged to propose a detailed fee structure.

And to strengthen connections to family and community to improve the spiritual, mental, emotional, and physical well-being of American Indians across the lifespan.

Friendship House operates three program facilities: the Friendship House American Indian Healing Center, an 80- bed adult men and women residential substance abuse treatment facility located in San Francisco, California; the Friendship House American Indian Lodge, a 9-bed facility for women and their children located in Oakland, California; and the Friendship House Youth Program, an afterschool youth center, located in San Francisco, California.

The Friendship House’s Residential Substance Abuse Treatment Program was established to reduce the incidence of alcohol and drug abuse among American Indians through services designed to strengthen the personal conditions which support a substance-free lifestyle. In addition to restoring clients to productive living individuals in their respective communities. Prayer, songs and drum circles, sweat lodge ceremonies, talking circles, Walking the Red Road Medicine Way, and many other traditional methods are integral to the residential treatment program.

While many best practices in the substance abuse treatment field have been proven to work effectively with substance abusers from many backgrounds, few evidence-based practices have been evaluated and proven to work with Native people. We know, based on more than 28 years of tracking our own performance, that American Indians have the best outcomes when Native culture and cultural practices are honored, as well as integrated into our service delivery efforts.
