• Review construction documents provided by the encroaching entity.
• Assess proposed construction against the company’s standard requirements.
• Collaborate with the encroaching entity to clarify their scope and address any conflicts.
• Coordinate with internal departments—Integrity, Corrosion, Compliance, Land, and Operations—to verify the condition of the company's pipelines and incorporate their evaluations into the technical report.
• Conduct necessary analyses (such as stress and seismic), annotate drawings, and prepare the technical report.
• If a mitigation project is unnecessary, submit the technical report with safety stipulations to be included in the approval letter.
• If a mitigation project is required, submit a request to initiate a pipeline protection or relocation project.
• Review plan and profile drawings, and effectively communicate with third parties, including private and public entities, to thoroughly evaluate the scope of the encroachment, its proximity to company pipelines or rights-of-way, and potential impacts on facilities.
• Ensure that proposed developments and construction comply with the company's Encroachment Evaluation Specifications and regulatory agency requirements.
• Conduct pipeline stress analysis related to the encroachment, including heavy equipment crossings and roadway or railroad crossings over existing pipelines, and provide protection or mitigation recommendations as necessary.
• Offer written recommendations, guidance on design modifications, and stipulations for the Encroachment Agreement or Letter of No Objection issued to the encroaching entity by the Company Land Department.
• Coordinate and participate in meetings with various internal departments and third parties as required.

Skills Required

• 6 to 8 years of experience in utility coordination, with additional experience in the oil and gas industry preferred.
• Experience with state or federal Department of Transportation (DOT) regulations is a plus.
• Strong writing and communication skills.
• Ability to understand and mark up construction drawings effectively.
• Capability to manage multiple assignments simultaneously.
• Proficient in analyzing and evaluating dredging activities and their impact on the company’s pipelines.
• Familiarity with GIS, Google Maps, and Blue Beam software.
• Professional Engineer (PE) licensure in Texas or the ability to obtain it within six months of hire is preferred.
