YOUR DUTIES AT A GLANCE:
In this position, you will:
  • Inspect, coordinate licensing, and monitor new and existing Adult Foster Homes for Aging and People with Disabilities by ensuring program requirements are met to qualify as a new or retain status as a licensed AFH provider.
  • Evaluate, explain, and apply rules, regulations, guidelines, and policy to the public, providers, staff, and partners.
  • Interpret situations to determine and ensure provider compliance with AFH rules, regulations, guidelines, and policy.
  • Identify provider deficiencies, determine course of action and recommend sanctions.
  • Develop and deliver local training on the AFH program.

WORKING CONDITIONS:
Physical exertion such as climbing stairs, walking on uneven terrain and transporting files. General office environment. Must travel to homes of providers as well as other field offices and Salem. May come in contact with resistant, irrational, hostile, or angry people who may become assaultive verbally, physically or with a weapon. Also, will come in contact with animals, some of which may be dangerous. Drive a variety of cars which may be unfamiliar to remote places in a variety of terrain and possible=y inclement weather. Exposed to a variety of contagious disease such as staph infections, lice, MRSA, Covid-19, etc.
WHAT YOU NEED TO QUALIFY/MINIMUM QUALIFICATIONS (MQ’s):
Four years' experience doing administrative research that included:
  • compiling and evaluating facts to recommend management action OR
  • Decide compliance with program guidelines and regulations.
Two of the four years must be above the technical support level.

Note: College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.
ESSENTIAL ATTRIBUTES (EA's):
  • Experience communicating effectively both orally and/or in writing.
  • Experience working independently interpreting and applying policy, rules, complex regulations and imposing sanctions.
  • Experience with inspections and investigation techniques to determine an outcome.
  • Prepare and provide professional reports and recommendations to regulatory agencies.
