Summary

The City of Bend Housing Department is currently seeking one (1) applicant for a full-time Shelter Coordinator position. This opportunity is an hourly, FLSA non-exempt (overtime eligible) position and is represented by the City of Bend Employee Association (COBEA) and is benefits eligible.

Position Overview
This position will perform day to day duties associated with ongoing programs involving Department of Housing and Urban Development (HUD) Community Planning and Development programs, Oregon Housing and Community Services (OHCS), Houseless Services Program and City of Bend Affordable Housing Fee funded projects. Performs a variety of technical functions and tasks associated with implementation of affordable housing and related federal and state programs.

This position will focus on City Council’s goal to “Take meaningful action to make this statement a reality: People who live and work in Bend can afford housing in Bend,” specifically the Guiding Principle, “Explore and increase funding sources for housing, facilities, and related support services for community members who are housing insecure or experiencing homelessness,” and Action Item, “Create housing or facilities to house 500 homeless individuals on a temporary or permanent basis.”

Supervision Received and Exercised
The Shelter Coordinator reports to the Senior Program Manager. Work requires independent judgment and initiative on assignments that may be confidential, sensitive and/or controversial in nature. The position requires demonstrated exceptional attention to detail and an ability to establish and maintain effective working relationships with the Senior Program Manager, Housing Department Team, other City personnel, contractors, elected and appointed officials, volunteers and civic organizations, various public agencies, business groups, neighborhood groups and the general public.

Duties and Responsibilities

The individual in this position is expected to engage in the following work-related activities.

  • Processing expenditures related to shelter programs - requires an understanding of contracts and budgeting;

  • Tracking and reporting contract deliverables and metrics on time and accurately;

  • Maintaining City of Bend mapping, website, and other communications tools;

  • Responding to public and internal inquiries related to houselessness;

  • Supporting administration of multiple grants including grant writing;

  • Coordinating and scheduling meetings and providing administration support, translating tasks to scheduled benchmarks and/or actionable items;

  • Working with underserved communities and individuals and the organizations provide services;

  • Prioritizing needs of multiple service providers programs/needs etc.;

  • Developing and implementing compliance monitoring tools and systems;

  • Providing support to the Senior Program Manager;

  • Researching and supporting best practices, creation, review, and updating of program manuals, contracts, and procedures;

  • Supporting Safe Parking Program;

  • Onsite work at shelters;

  • Representing department and City at internal and public meetings;

  • Managing Construction Excise Tax process – RFQ, RFPs, outreach, etc.;

  • Supporting developments and sustained funding of shelter/solutions to houselessness;

  • Supporting development, design, and renovation of shelters and sites through coordination and oversight of contractors, partners, and the public;

  • Complies with safety requirements of the position and actively promotes safe work practices;

  • In an emergency event or an officially declared State of Emergency, responds as directed to ensure the restoration of essential public services, facilities and infrastructure;

  • Other related duties as assigned.

Education, Experience, Certifications and Licenses
The following are the qualifications for this position.
Minimum Qualifications
  • Associate’s degree or equivalent from two-year college or technical school or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
  • At least 2 to 3 years' experience in a similar position and/or performing similar tasks.
  • Current and valid Driver's license per City policies outlined in the Employee Handbook.
Preferred Qualifications
  • Bachelor's degree in finance, real property, planning, business, related fields or equivalent of experience or knowledge.
  • 3-5 years of direct professional experience in services related to individuals and families experiencing houselessness, Affordable Housing development assistance, regulatory compliance, and client assistance.
