About ORR: The Office of Refugee Resettlement (ORR) is a program of the federal Administration for Children and Families (ACF) within the United States Department of Health and Human Services. ORR programs provide short term home based transitional foster care and residential services for unaccompanied minors who immigrate to the United States without a parent or guardian.

Job Summary: The Assistant Director of Transitional Foster Care will work with the Director of ORR Transitional Foster Care to manage services and programming for a foster care program for 72 children. This position will be responsible for the overall quality of case management and clinical supports for all children in care.

Essential Functions

  • Manage the social services and clinical components of TFC program
  • Directly supervise two Lead Case Managers, two Lead Clinicians, Recreation Coordinator and the Youth Counselor Supervisors
  • Effectively coach supervisors to provide them the tools needed to engage in best practices
  • Track and ensure proper intake, legal support and case management, clinical interventions and children’s release to sponsors
  • Ensure the social, emotional, medical, mental health, educational, recreational and legal needs are met of all children in the program
  • Monitor documentation such as progress notes and treatment plans
  • Work closely in collaboration with Foster Parent Recruiters and Foster Parent Trainers
  • Works in close collaboration with the Quality Improvement Dept. to respond to their requests for information, meet internal and ORR deadlines, engage in cleanup of data systems, and be familiar with all program-specific data
  • Work as part of an interdisciplinary team; collaborate closely with medical and educational coordinators
  • Represent the agency in meetings with ORR, OCFS and other outside entities
  • Work closely with finance, facilities, human resources and other support area to ensure the program has resources needed to meet programmatic needs
  • Ensure that all staff maintain training compliance as per ORR and OCFS mandates
  • Cofacilitate monthly staff meetings
  • Maintain responsiveness to on-call issues
  • Perform other duties as delegated

Qualifications

  • Master Degree in Social Work (MSW) required; LMSW required and LCSW preferred
  • A minimum of three years of supervisory experience
  • Strong knowledge of OCFS, child welfare and immigration systems
  • Must be able to pass required Therapeutic Crisis Intervention (TCI) training
  • Experience with ORR a plus
  • Bilingual English Spanish or Creole
  • Excellent written, verbal, problem-solving, critical thinking and organizational skills
  • Vigorous commitment to working with children and families
  • Able to navigate Excel, Outlook and Microsoft word

Pay Rate: $92,000.00 per year
