The Assistant to the City Manager works under the direction of the City Manager. Major responsibilities for this position are: conducting research and analysis on a variety of specialized topics; serving as liaison by participating and providing support to a variety of committees, boards, special projects and programs; providing complex and high-level administrative support to the City Manager and City Council; responding to and resolving difficult and sensitive complaints and inquiries, preparing, writing, and presenting reports and correspondence; and recommending change and improvements to programs, systems, procedures, and methods of operation.

The ideal candidate will have strong organizational and project management skills, excellent written and oral communication skills; exercise tact, initiative, prudence, and independent judgment; and availability to attend evening meetings to support the Council and Committees.

As a member of the City Manager’s staff the incumbent receives executive level benefits and is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) and is at-will.

ABOUT THE CITY:
The City of St. Helena is in the center of the premier Napa Valley wine-making region of California approximately 60 miles north of the San Francisco Bay Area. The City has a population of approximately 6,000 and is a full-service city with its own police department, fire department, public library, building department, and water and sewer departments.

TYPICAL QUALIFCATIONS:

Education and Experience: Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Assistant to the City Manager. A typical way of obtaining the required qualifications is to possess the equivalent of three years of administrative and analytical experience, preferably with a local municipality, and a bachelor's degree from an accredited college or university with major course work in public administration, political science, business administration or a related field. Master’s Degree preferred.

License/Certificate: Possession of, or ability to obtain, a valid Class C California driver's license.

WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, kneeling, squatting, and stooping in the performance of daily activities. The position also requires repetitive hand movement and fine coordination in data entry and preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The position requires the need to lift, drag and push files, paper and documents weighing up to 25 pounds.

  • Annual Salary: $106,341 – $129,258
  • 3% Confidential Pay
  • CalPERS defined benefit retirement: 2% at 60 formula for classic members; 2.0% at 62 for new members. (Employee is responsible for payment of the employee share of the pension cost).

  • Medical (Kaiser or Anthem), dental (Delta Dental) and vision (VSP) for employee and dependents.
  • Vacation accrues at varying rates for full-time employees. The beginning accrual rate is generally ten working days per year, increasing after 5 years.

Candidates who pass the Online Skills Assessment will be invited to participate in the next step of the Selection Process.

Remote Screen Interview Exam – (100%) Candidates who pass the Online Skills Assessment will be invited to a Remote Screen Interview examination to evaluate training, experience, and other job-related qualifications for the position. The Remote Screen Interview will be conducted via a video conference platform and is tentatively scheduled for the week of March 13th.
