JOB SUMMARY:
Functioning as a team leader, under the direction of the Director of Residential Services this position assists in ensuring that agency certified residential sites are in compliance with federal, state and corporate compliance regulations. This position provides assistance in ensuring the quality of services provided in alternative programs including Family care, Supportive IRA programs, Residential Community Hab and other alternatives outside of residential. This position also provides assistance in ensuring that person centered services are provided to the people we serve. In addition, this position provides direction and daily oversight to Residential Services Division operations.

JOB FUNCTIONS:
Regulatory and Corporate Compliance
  • Maintain knowledge of applicable regulations and ensure residential sites operate within those requirements
  • Develop and ensure procedures adhere to current regulations.
  • Assist with the development of agency policies, as assigned.
  • Ensure associates understand and accurately implement policies and procedures
  • Develop effective plan of corrective actions to external and internal surveys
  • Review, monitor and take corrective action to ensure systems and processes are effective.
  • Assist and coordinates the services of Supportive Apartments.
  • Supports independent and family living in alternative environments (Family Care) .
  • Assists and coordinates the services for individuals to receive Residential Community Hab.
  • Communicates with various internal and external organizations to promote growth in alternative programming.
Financial Management:
  • Develop and submit residence site budgets considering previous year’s expenditures, current requirements and revenue sources.
  • Review monthly expenditure and variance reports and ensure revisions are incorporated as applicable.
  • Ensure monthly financial management reports develop corrective action to variances and monitor cost effectiveness.
  • Ensure referral applications are reviewed in a timely manner to determine if a person meets admission criteria and the agency can meet their needs and desires.
  • Actively work to maintain full occupancy at the sites.
  • Actively work to maintain a residential referral waiting list.
  • Ensure respite services meet annual utilization targets.
  • Ensure Supportive Apartments, Family Care and Residential Community Hab have adequate resources and are appropriately staffed within their budgetary constraints.
  • Monitors and maintains budgeting to ensure program success.
  • Maintain Rep Payee policies and practices for the residential and residential alternative programs, ensuring that the paperwork, bank accounts, ledgers (PMR’s) are up to date and in compliance.
Person Centered Services:
  • Ensure that Residential Services are person directed and reflect the individuals and their quality of life choices and support systems.
  • Identify and ensure service needs are met.
  • Participates in various external groups to assist with the development of referral lists, including participating in screenings and various meetings to help fill residential vacancies.
  • To process associate payroll correctly and according to established deadlines.
Program/Service Management:
  • Promote and ensure the health and well-being of the individuals served.
  • Ensure Residential Habilitation Plans of Service and supporting documentation meets regulatory compliance and supports the individual’s valued outcomes.
  • Ensure necessary assessments are completed and plans developed to ensure individual services and supports are identified and provided.
  • Visit residences on a routine basis and provide support, coaching, monitoring and follow-up.
  • Assist in the identification and development of new residential service and support opportunities that provide quality of life choices.
  • Ensure compliance of residential site-based respite services.
  • Ensure that trainings are in compliance for self and staff supervise.
  • Mentor Residence Managers where needed in relation to money tasks, budgets, peer reviews, mock state reviews.
Physical Plant and Safety:
  • Identify projects and facility improvements that maintain and/or renovate the properties and provide a safe environment that meets individual needs of the people we serve.
  • Assist with the development of the annual facilities plan and continually monitor and revise.
  • Ensure residential to include alternative sites maintain a safe environment and immediately address areas of concern.
  • Ensure each site residential to include alternative locations has an effective fire evacuation plans and associates maintain adherence.
  • Practice standard precautions and other appropriate infection control practices.
Contacts with Others:
  • Develop and maintain positive customer relationships with internal and external customers. This includes family, local businesses, and external service providers.
  • Ensure that internal and external written and verbal communications regarding the agency are positive and reflect our mission, vision and values.
  • Maintain collaborative relationships with internal, external and high level customers and demonstrate high diplomacy.
  • Ensure customer concerns are addressed in a timely and professional manner.
Talent Management:
  • Support, coach, monitor and supervise residence managers and assigned associates.
  • Provide directions and guidance with personnel issues, including recruitment, retention and employee relations.
  • Manage employee performance by establishing clear goals and expectations, tracking progress against goals, ensuring timely feedback and addressing performance problems and issues promptly.
  • Identify and ensure needed education, resources and training is provided to associates enabling them to perform their work and meet goals and objectives.
  • Monitor staffing levels for appropriate coverage and budgetary boundaries.
Additional Functions:
  • Participate in agency committees, initiatives, projects and trainings
  • Write newsletter articles.
  • Serve as a backup to the Director of Residential Services.
  • Assist with the admission and discharge process.
  • Serve as Administrative Designee on Call (ADOC) for one week time periods through the year for incident reporting.
  • Serve as an agency training instructor.
Knowledge, skills and abilities:
  • The person in this position is required to demonstrated knowledge of Agency operation, human resource management, math and computer operations.
  • The person in this position should have excellent written and verbal communication skills.
  • The person in this position works independently and manages resources and multiple projects. Errors would be difficult to detect and could have a financial impact and impact the health and well-being of the people served and the agency.
  • The person in this position must be able to organize or schedule people and/or tasks; develop realistic action plans while being sensitive to time constraints and resources.
  • The person in this position is required to have the ability to exhibit poise, clarity, and self-control in stressful, ambiguous or emotionally demanding situations.

  • The person in this position has basic Microsoft Office skills, including the ability to create moderately complex documents containing tables and graphs.
  • The person in this position has basic Microsoft Excel skills, including the ability to enter and sort data and produce graphs.
  • The person in this position demonstrates knowledge of introductory accounting and computer skills.
  • The person in this position has excellent written and verbal communication skills and possesses counseling and crisis management skills as well as leadership.
  • The person in this position must be able to work regularly scheduled hours as well as additional hours as assigned, including overtime, nights and weekends.
  • The person in this position must be able to be contacted outside of working hours.
Educaton and experience:
  • Associate Degree in human services or related field of study
  • Two years in middle/senior level management/accountability position including supervisory experience and experience involving complex, broad projects.
  • Four years’ experience working with IDD population.
  • Must have strong leadership skills, organizational and planning abilities.
Additional Qualification/requirements:
  • Where position requires driving:
  • Valid driver’s license for the state in which the person resides
  • Acceptable safe driving record
  • Where position requires driving individuals served by the Agency:
  • Motor vehicle with up-to-date inspection, that is registered and insured.
  • Will be required to enroll in LENS (Licensed Event Notification System).
Authority and Accountability:
People: This position supervises the Residence Managers and has discretion in carrying out duties. This position is responsible for facilitating meetings and being a leading of projects.
Operations: This position has moderately complex responsibility for managing the day-to-day activities of Residential and Residential Alternative Services within assigned parameters and operating under the general direction of the Director of Residential Services.
Budget: This position has budget responsibilities and must adhere to expense guidelines and programs.
