DESCRIPTION

Under the supervision of the Human Services Supervisor - Financial Assistance, this position supports the mission of Blue Earth County Human Services by effectively and efficiently delivering essential services to families and individuals so they can achieve their potential through active community participation. The Case Aide – Financial Assistance performs intermediate human support work preparing reports, completing documentation, and coordinating client activities. This position is responsible for the administration of the medical assistance transportation services, performing health care program functions, completing centralized intake duties, and assisting Eligibility Specialists and the Fraud Investigator with other daily tasks as assigned.


DUTIES / RESPONSIBILITIES

ESSENTIAL FUNCTIONS:


  • Administers medical assistance transportation services by coordinating transportation to medical appointments, explaining program rules and requirements to receive transportation services, authorizing transportation benefits according to program rules, processing reimbursements, and reviewing transit bills for accuracy.
  • Performs health care program functions, including processing cost-effective health insurance reimbursements, reviewing data to ensure accuracy before processing reimbursements, data entry of managed care enrollment forms, coordinating with health care providers on health care applications, and assisting clients with the health care application process.
  • Performs centralized intake duties, including interviewing clients, screening applications for completeness, determining if an application meets expedited or emergency processing, registering application requests in appropriate state systems, assigning the case to the appropriate worker, and making referrals to other Human Services Units and/or other community resources.
  • Coordinates with financial assistance staff to enter service agreements, complete public assistance verification requests, process returned mail and other duties as assigned.
  • Assists Fraud Investigator to complete daily tasks including creating case files, gathering documentation from multiple systems, preparing case files to send for administrative disqualification hearings or for criminal prosecution, and any other duties as assigned.

ADDITIONAL FUNCTIONS:
  • Participates in Professional Staff Development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Reads appropriate journals and articles. Associates with agents and departments from other counties and states to learn about and maintain professionalism.
  • Performs Other Related Functions as Apparent or Assigned.

QUALIFICATIONS

MINIMUM QUALIFICATIONS:


  • High School Diploma/GED
  • Two (2) years of clerical experience OR
  • A combination of similar experience and education
PREFERRED QUALIFICATIONS:
  • Associate Degree or higher in Human Services, Social Work, or related field.
  • Two (2) years of experience as a Financial Assistance Case Aide at a County Agency.
  • Two (2) years of clerical experience in a Social Services Agency.
CONDITIONS OF EMPLOYMENT:
  • Must have a valid driver’s license and be able to drive in the State of Minnesota.
  • Must successfully pass a background check.
  • Must comply with all federal and state laws and organizational and department policies and regulations.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes.

HOURS OF WORK

Monday through Friday from 8:00 a.m. to 5:00 p.m. This position allows for flexible hours and may require some evening, weekend, and overtime hours.

Wage/Salary Scale
Blue Earth County features a 12-Step Pay Plan. Our advertised salary ranges include all 12 Steps. Typically, a selected candidate will be offered Step 1 of the salary range. Additional salary considerations are subject to negotiation and dependent on skills and experience directly related to the position.

Vacation Leave
Vacation accruals, utilization and payouts are detailed in the collective bargaining agreement and/or the employee handbook.

Blue Earth County contributes to a health savings account (HSA) when the employee elects the HDHP. Single coverage HSA contributions equal $1,400 and family coverage HSA contributions equal $2,800.Life InsuranceEmployees are provided with Term-Life Insurance at no-cost to them:
  • $20,000 term-life/$20,000 accidental death & dismemberment (AD&D)
  • After 10 years of continuous employment with Blue Earth County, the policy will increase to $35,000 term-life/$35,000 AD&D
