The CSU Chancellor's Office, located on the waterfront adjacent to the Aquarium of the Pacific in downtown Long Beach, is the headquarters for the nation's largest and most diverse system of higher education. Salary

The salary range for this classification is $6,250 to $20,063 per month. The anticipated salary hiring range is up to $11,584 per month, commensurate with qualifications and experience.

Position Information

The California State University, Office of the Chancellor, is seeking an Chancellor’s Office Budget Director to manage the Chancellor’s Office (CO) budget of over $300 million annually. Under the general supervision of the Executive Budget Director, the CO Budget Director is responsible for planning, organizing, maintaining, forecasting, and developing the central office’s budgets involving Business and Finance, Academic and Student Affairs, Human Resources, University Relations and Advancement, Office of General Counsel, Audit and Advisory Services, etc. The Director directs the activities of the central office’s budget department, which also includes oversight of the central office’s fixed asset control section.

Additionally, the CO Director is responsible for compliance with legal and regulatory requirements as well as CSU policies related to budgets and fixed assets. The Director is also responsible for providing to all managers within the CO, information, advice, and instruction regarding budgetary and financial systems, including the Data Warehouse. The Director is responsible for source data in three PeopleSoft Systems: Common Financial System (CFS), Human Resources, and Asset Management. Additionally, the Director is responsible for oversight of the CO Budget Site and the CO Budget Intranet site. Further, the Director identifies funding requirements and adjustments, develops long-range planning, and controls expenses to track and generate savings of from 1 to 2 million dollars annually at the end of each fiscal year for the Chancellor’s Office.

The Director serves as the policy co-owner of the system wide ICSUAM fixed assets/property policies and is responsible for oversight of the Asset Management system. The Director oversees the reconciliation and reporting of all funds to the CO leadership team. The Director develops new complex financial reports for and assists CO executives with special projects when needed.

Responsibilities

Under the general direction of the Executive Budget Director, the Chancellor’s Office Budget Director will:

  • Plan, organize, maintain, forecast, and develop the central office’s annual budget including all sources and uses of funds within the scope of central office’s activities and operations.
  • Develop reports and analysis for CO leadership in support of better long-range planning.
  • Participate in strategic planning and make recommendations concerning future actions, policies, and goals of the CO.
  • Develop new financial management reports and tools for CO management and staff in support of better managed budgets.
  • Oversee, design, develop, and secure the CO Budget site and the Budget Intranet site.
  • Oversee the Chancellor’s Office year-end closing of budget balances.
  • Oversee and develop the Chancellor’s Office annual budget packaging for all funds.
  • Oversee and report on financial activities related to CO Trust fund and other sources of funds available to the CO’s central office activities and operations.
  • Provide financial/budgetary consulting services and advice to CO Managers.
  • Ensure complete and timely reconciliations of available position management reports to related budgetary information.
  • Oversee, manage, and direct the activities of the central budget office and fixed assets section.
  • Ensure compliance with legal and regulatory requirements as well as CSU policies related to budgets and fixed assets.
  • Respond to requests associated with inquiries and audits of budget and fixed assets.
  • Provide necessary training and guidance materials to CO management and staff relating to budgets and fixed assets.
  • Provide support and training for users of both PeopleSoft financial and human resource systems and the Data Warehouse reports.
  • Identify and implement sound business practices applicable to budgets and control of fixed assets. Review and provide recommendations to the systemwide ICSUAM fixed assets/property policies.
  • Ensure accountability and accuracy of the budget and accounting transactions.
  • Create reports to identify inconsistencies and provides feasible ways in resolving them.
  • Control expenses by establishing processes and reports to generate savings at the end of each fiscal year (salary savings report, benefits report, dis-encumbrance process, etc.)
  • Oversee the PeopleSoft Asset Management system including system maintaining and updating, report designing, etc.
  • Support efforts to ensure fiscal integrity and promotes accountability within the CO.

Qualifications

This position requires:

Excellent strategic planning, project management and budget techniques, strong problem solving and high analytical skills. Excellent written and verbal communications. Strong working knowledge of:

  • CSU Budget and Accounting policies, programs, and funds.
  • PeopleSoft Finance System (CFS) including AP/Purchasing, GL, budget process, programs, functions, etc.
  • PeopleSoft Human Resources System including Labor Cost Distribution, set up, and various reports.
  • PeopleSoft Asset Management system.
  • Data Warehouse.
  • SharePoint.
  • Excel including pivots.

Bachelor’s Degree in Business Administration, Accounting, Finance, or a related area, and at least ten years of related experience with at least five years of experience in a supervisory and management role; Master’s degree preferred.

Preferred Qualifications

  • Through knowledge of PeopleSoft Finance (CFS) including Data Warehouse, Human Resources, Assets Management, and SharePoint or similar enterprise resource planning software.
  • Thorough knowledge of the principles and practices of governmental budgeting and accounting, including position management.
  • Advance Excel including pivots – to be used for ad-hoc financial reports, quarterly reports, graphs, and other assignments.
  • Ability to provide sound planning, development, and recommendations to the Chancellor’s Office Executives.
  • Ability to independently analyze and apply innovative and creative solutions to problems.
  • Ability to communicate effectively with all levels of staff and upper management.
  • Ability to provide training and training documents on all three PeopleSoft systems (CFS), including Data Warehouse, Human Resources, and Asset Management.
  • To work well under pressure and always meet deadlines.
  • Ability to provide constant quality improvement and change.
