Position Objective


This position is responsible to assist the Vice President in all aspects of the management and oversight of the Maintenance of Way, Engineering Department. This position will also fill in for the Vice President during his absence. Incumbent will direct and control the integration and facilitation of department activities with respect to daily operational issues. This position is accountable for assisting with departmental controls, the oversight of 3rd party consultants/auditors. Ensures safe and reliable operations in meeting industry standards and regulatory compliance. This position supports Metro North’s Strategic Plan.


Responsibilities


Assist the Vice President to oversee and ensure that fixed property and operating systems in the Communications & Signal, Track & Structures, GCT and Power Department are maintained to a state of good repair in accordance with applicable Federal, State, Local and MNR rules, laws standards or other applicable requirements. Develop, implement and review a maintenance database that will allow the M of W Department to capture and evaluate cost, productivity and reliability statistics by department of inspection and maintenance of the fixed property and operating systems.

Manage of Engineering department’s 20-year needs assessment and strategy for capital program development. Oversee departmental coordination of M of W Operating Capital Projects planning, scheduling and construction while fulfilling corporate policies, long range planning, budget scenarios and projections that affect and/or involve the M of W Department. Develop and implement strategies to allow M of W to plan, schedule and coordinate all maintenance and Capital program work on a weekly, monthly, and annual basis to coordinate all M of W and capital work to maximize all track outages

Assist in providing leadership to the Maintenance of Way Department staff by fostering a climate of collaboration, problem solving and teamwork for all stakeholders that support the corporate mission, value, long range goals and departmental initiatives; creating synergy and enhancing employee development; establishing a culture of respect, integrity, trust and open communication and ensuring employees feel supported and empowered to perform at their best to ensure the infrastructure is in a state of good repair to provide a safe and reliable service to our customers and the region we serve.

Manage government affairs issues affecting the Engineering department including the development and direction of internal and external correspondence.

Direct the development of the M of W annual budget submission instituting necessary internal processes, protocols and controls.

Provide guidance and recommendations on strategies, policies, and project assignments, to Vice President. Attend meetings such as: MTA Senior Staff meetings, weekly operational meetings, for Vice President and represent the Vice President at meetings as required. Manage departmental controls to identify critical issues, checks and balances for ensuring dissemination of this information to senior management.

Develop and direct an Annual M of W Safety Program supporting MNR Corporate Safety Strategy with focus on safe work practices and elimination of workforce injuries. To assist the M of W staff

in reducing work force injuries by implementing processes to investigate, understand and prevent incidents and injuries from occurring and reoccurring.

Assist in the development of succession planning for the M of W Department with a focus on the associate engineering program to provide career development for subordinates with prompt and effective coaching and counseling.

All other assignments at the direction of senior management.



Required Qualifications


Experience must include effective management and primary responsibility for a multi-million-dollar budget, management oversight of both professional and union employees.

Extensive understanding of engineering principles across all Engineering disciplines.

Strong understanding of company/department operations, policies and procedures. Working knowledge of union rules specific to the Engineering industry.

Ability to plan, forecast, set objectives/goals to support corporate goals and determine course of action.

Ability to direct business functions associated with operations, including reliability schedules, budgets, utility costs, resource and material allotment.

Excellent project management skills and ability to direct strategy for the Engineering Capital Program.

Strong, effective leadership and management skills in order to develop the organization, including setting high standards of professional conduct. Ability to effectively motivate, develop and influence others in a positive and productive manner to meet department/corporate goals. Experience developing and mentoring employees for succession planning purposes.

Ability to represent the department/company at various events and functions, while being sensitive to local issues and political climate.

Must possess strong human relations, communication, interpersonal, problem solving, decision-making, and judgment skills. Must demonstrate a high level of initiative, professional integrity and demeanor.

Must have a valid driver’s license.


Required Education/Experience


Bachelor’s Degree in Civil, Electrical, Mechanical Engineering or a related Engineering field.

Minimum of ten (10) years experience in a railroad engineering operations environment and experience dealing with all Engineering disciplines (Signal, Track, Power, Communications, and Structures). Thorough understanding of the responsibilities of each M/W Engineering division and the operating relationships between them.

Minimum of five (5) years experience dealing with the FRA and the testing and inspection requirements of Signal/Track as mandated by the FRA.

Must have proven progressively responsible roles managing a complex unionized workforce.

Licensed as a Professional Engineer in the State of NY.


Preferred Education/Experience


Master’s Degree in Civil, Electrical, Mechanical Engineering or a related Engineering field

Familiarity with Metro North’s policies and procedures

This is a federally regulated position subject to both pre-employment and continuous random toxicological screening.

As an employee of Metro-North Railroad you may be required to complete a New York State financial disclosure statement, if you earn more than $105,472.00 or if you hold a position designated as a policy maker.

Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
