Children & Youth Programs Specialist (Early Childhood) - Full-Time/Exempt

Hiring Salary Range: $49,481 - $60,343 (depending on experience)

Full Salary Range: $49,481 - $71,204

The Children & Youth Programs Specialist (Early Childhood Education) is responsible for organizing, directing, and administering the essential programming services that are offered to a broad range of ages. This position will be responsible for enforcing regulations under the Children’s Program guidelines; supervising and training staff; coordinating marketing of the program, by supporting staff, ensuring positive customer service, communicating and working with families and children, connecting with the community, and budget tracking. This position is full-time, exempt, and offers excellent recreation benefits.

Job Responsibilities:

  • For ECE Specialist:
    • Develop program curriculum specific to early childhood programs (preschool).
    • Maintain relationships with Colorado Shines, manage grant funding support, maintain Quality Ratings throughout all preschool programs.
    • Annual immunization reporting.
    • Support all ECE fund raising and special events including preschool photos.
    • Coordinating bi-annual parent-teacher conferences.
  • Ensure all programs, facilities, and personnel are in compliance with the Colorado Department of Human Services, Colorado State Licensing, Jefferson County Health Department, District Guidelines, and any other regulations or licensing standards that apply to Children’s Programs.
  • Assist in the development and monitoring of the budget, manages revenues and expenditures and prepares financial reports. Prepare purchase orders, RFP’s, and invoice requests. Assesses revenue streams through SchoolCare Works, identify grant opportunities, etc. Develop and implement strategies to increase usage of assigned areas. Formulate comprehensive business plans by researching and analyzing market information is essential.
  • Assist with developing and implementing marketing for specific area of responsibility; notifies the public of District events. Promote a positive image of the Child Care Program to the public. Participate in community planning and organizational meetings.
  • Develop and maintain relationships with District employees, the community, schools/colleges, professional organizations, and other agencies. Coordinate with Jeffco Public Schools in programming, building use, and other tasks. Coordinate with nurse consultant, medication needs guidance, program visits and staff trainings.
  • Determine community needs by evaluating programs, curriculum areas and activities; make recommendations for improvement and future development, and implement changes.
  • Provide a variety of general information to the public regarding parks and recreation operations and programs; respond to questions, resolve complaints, and survey patrons as needed.
  • Hire, train, schedule, supervise and evaluate the work of full-time and part-time Children’s Programs staff (primarily ECE). Work with employees to correct deficiencies.
  • Assist with policy enforcement and procedural manuals; conduct periodic staff meetings to provide and gather information, answer questions and respond to complaints and concerns, both internally and externally.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of early childhood education/recreational services.
  • Report incidents of suspected child abuse to proper authorities.
  • Perform other duties as assigned.

Required Experience:
  • Bachelor’s degree in Child Development, Recreation, Education, Human Services or directly related field and two (2) years of full-time experience in directing child an youth programs with an emphasis in early childhood programs including two (2) years supervisory experience. Knowledge of Colorado Shines Quality Rating and Improvement System process preferred.
  • Must meet appropriate Director requirements/qualifications and provide all documentation as required by the State of Colorado’s Department of Human Services within thirty (30) days of employment. For Early Childhood Specialist position must appropriate Early Childhood Center Director requirements/qualifications and provide all documentation as required by the State of Colorado’s Department of Human Services within a timeframe set by the supervisor.
  • Provide all documentation as required by the State of Colorado Child Care Licensing Division within thirty (30) days of employment.
  • Current Immunization Certification preferred or the ability to obtain one within thirty (30) days of employment.
  • The position requires a current medical report which verifies that the employee is free from evidence of emotional, mental, or physical illness and free from evidence of personal conduct detrimental to the health, safety, or well being of children, self, or District personnel.
  • Current certifications in CPR, First Aid, Medication Administration or the ability to obtain such certifications within thirty (30) days of employment.
  • Must possess and maintain a valid Driver’s License or the ability to obtain one within thirty (30) days of employment. Must be insurable by the District carrier at the onset and for the duration of employment.
  • Satisfactory criminal background check.
  • Knowledge of modern office procedures, methods and general office equipment (computer, copier, fax, phone, etc.). Proficiency with applicable computer software applications (Word, Excel, Outlook).
  • Multiple manuals such as Children’ Programs Policies and Procedures, Foothills Park & Recreation District procedures, and the Colorado Dept. of Human Services Division of Childcare Rules and Regulations.
  • Physical Requirements: the ability to communicate verbally and in writing with both children and adults. Must have ability to visually and audibly supervise children in a variety of situations. Requires the ability to stand for various periods of time (15 - 30 minutes), bend or kneel to communicate with children, engage in activities with children, and distribute supplies or materials. The ability to talk and hear via the telephone and through face-to-face communication is necessary. Must be able to push, pull or balance. Upper body strength is a requisite to lift/move a maximum of 30 pounds unassisted, and lift/move a maximum of 100 pounds with assistance. Vision requirements include: near acuity, far acuity, depth perception and color vision. Requires sense of smell and touch.
