ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES

1. Oversees the programmatic administration of the Supportive Housing Division; participates in weekly Leadership Team meetings, and quarterly board meetings; serves on agency planning and administrative committees. Directs Supportive Housing Division clinical programs, projects and resources; and directly supervises key staff including Clinicians and Case Management Specialists.

2. Provides clinical oversight and supervision to clinical staff by ensuring the use of Division adopted evidence based practices. Manages and plans services to ensure they are delivered effectively and improve care standards. Ensures effective communication with hospitals, clinics and other external caregivers. Establishes system to maintain a consistency of clinical approaches and dissemination of clinical information. Oversees clinical risk management and incident reporting.

3. Assures fiscal accountability for Division funds; monitors budgets and expenditures; develops cost-effective strategies for the best use of Medicaid funds; and coordinates with the Division Operational Director and accounting staff to assure timely and accurate reporting of financial information.

4. Responsible for the oversight of all proposals to local, state, federal, and private sources for continued and expanded program funding for the Supportive Housing Division. Works with the Development & Operational Division Director to design and implement new projects and programs; and assists with division and agency fundraising. Works to ensure and enhance Medicaid revenue generation for the Division.

5. Oversees the management of the grants and contracts of the Division; directs the preparation of grant applications and funding proposals; assures that grant goals and objectives are met; and monitors Division activities.

6. Oversees Supportive Housing Division staff’s recruitment, training, supervision and evaluations; motivates staff through positive role-modeling, mentoring and coaching; and fosters team-building and professional development opportunities for staff.

7. Coordinates with the Development & Operational Division Director and Leadership Team to conduct agency and program planning with input from stakeholders, customers, staff, and funding sources; coordinates the Supportive Housing Division Advisory Board. Participates in the annual evaluation of agency goals and objectives; and directs the evaluation of program activities; assures that all Division evaluation requirements are met.

8. Provides direction and serves as a positive example to the Supportive Housing Division staff; advocates on homeless and supportive housing issues in coordination with the Division Operational Director; represents the agency and its programs with approval from the Development & Operational Division Director; and promotes agency and program goals through positive public relations.

9. Assures that reporting requirements are met for Division grants and contracts and ensures Medicaid compliance. Prepares division updates for the annual reports and website, progress reports and quarterly reports at the request of the Development and Operational Division Director.

10. Creates and maintains effective communication links with funding sources; builds bridges for positive communication between Supportive Housing Division and other agency staff; fosters strong communication and teamwork among staff; and communicates with service recipients with cross-cultural sensitivity and respect.

OTHER RESPONSIBILITIES:

1. Oversees the development and acquisition of program facilities and additional affordable housing. Directs and coordinates special projects as assigned by the Development & Operational Division Director.

PHYSICAL DEMANDS:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

1. While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry 35 pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials.

2. Occasionally performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things.

3. Must be in good general health and free from serious physical, mental health and/or substance abuse problems.

POSITION TYPE/EXPECTED HOURS OF WORK:

This is a full-time position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand.

TRAVEL:

Travel is primarily local during the business day, although some out-of-area and overnight travel may be expected. Moderate travel in and outside of Alaska, some travel performed in Arctic-cold climates in Alaska.

EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:

1. Must be at least 21 years of age.

2. Masters level social work, public administration plus three (3) years professional experience in management of housing operations and development.

3. Must successfully pass state and federal background checks, a credit check and get fingerprinted.

4. Experience must include staff supervision and team building; development, monitoring and revision of budgets, reporting to funding sources, program compliance and evaluation; and, proposal writing.

5. Ability to build cooperative relationships with organizations and agencies which support the goals of the Supportive Housing Division programs.

6. Proven experience understanding and demonstrating ability understand the development of affordable housing and homelessness.

7. Experience working in a crisis setting with individuals and families.

8. Experience in advocating for homeless and low-income individuals and families.

9. Must provide TB screening clearance within 30 days of hire and annually thereafter at employee’s expense.

10. Responsible work ethic with reliable attendance.

11. Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations.

12. Proven ability and willingness to be self-directed in problem-solving and decision-making and perform basic assignment with little or no direct supervision while also working effectively as a team member.

13. Demonstrated intermediate level of computer skills necessary in order to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.

14. Capable of reading, understanding, and following written procedures and policies related to job responsibilities.

15. Ability to manage work time well, prioritize and meet deadlines.

Preferred Experience:

1. Clinical social worker or professional counselor license plus five (5) years professional experience in behavioral health/clinical management.
2. Position requires extensive networking with and thorough understanding of Anchorage social service and housing providers.
3. Extensive experience with multi-dimensional aspects of homelessness, supportive housing, poverty and its impacts on communities.
4. Knowledge and experience with local, state and national homeless programs.
5. Proven experience in program development, implementation and sustainability.
