DESCRIPTION

Under general supervision of the Community Corrections Director, the Community Corrections Supervisor is responsible for promoting the safety of all citizens in building offender competencies through increased community collaboration and restoring the victim’s sense of security when affected by crime. This position manages corrections activities; supervises community corrections staff; plans and implements various corrections programs; and initiates, develops, interprets, and revises policies and procedures. This position is also responsible for developing outcome measures for corrections staff, regulating workloads, providing on-call services, participating in staff development, and assuming responsibility for the Community Corrections Director in his/her absence.

DUTIES / RESPONSIBILITIES

ESSENTIAL FUNCTIONS:

  • Develops standards and procedures for case work and other procedures that conform to Minnesota Statutes, Department of Corrections Guidelines, and Blue Earth County Community Corrections rules. Develops and implements current Evidence Based Practices in corrections training programs. Consults daily with officers regarding assessment, treatment, and placement concerning clients.
  • Directs and supervises staff. Participates in and makes recommendations for hire, transfer, and/or promotion of staff and assigns and directs work. Evaluates and provides feedback regarding employee performance and development. Recommends and issues disciplinary actions, and performance improvement measures. Coaches, mentors, trains, leads, and advises department staff. Approves timecards and plans and coordinates time off and schedules to ensure quality customer service. Interprets personnel rules, union contracts and ensures staff accountability to policies and procedures. Facilitates staff meetings.
  • Researches programming needs, modifies programs to meet the needs of Blue Earth County Community Corrections, clients, and the community. Implements new programming. Monitors and evaluates programming initiatives, makes changes to keep programming current and effective, and writes grants to secure funding. Develops outcome measures to evaluate implemented programs.
  • Assists in establishing and demonstrating program philosophies, goals, and objectives. Participates in the development of the comprehensive plan, provides information and expertise to the Community Corrections Advisory Board. Consults with Human Services, education, law enforcement, and Court professionals and incorporates their input and concerns into departmental mission.
  • Provides fiscal management and maintains fiscal records. Operates services within the budget parameters. Develops contracts with community service providers. Determines specific services, negotiates rates of payment for service, and monitors service outcomes. Analyzes fiscal trends and service demand. Authorizes unit expenditure and monitors program budget. Develops procedures to minimize County fiscal liability and maximize third party revenues. Oversee the revenue recapture program.
  • Initiates, develops, interprets, and revises policies and procedures. Keeps the overall strategic plan in mind while developing policies relating to daily procedures. Considers all diversities when developing policies and procedures.
  • Maintains working knowledge with ability to operate and troubleshoot software programs specific to the delivery of Community Corrections services. Establishes and maintains security of systems. Provides technical support for software programs and hardware. Researches and recommends new software programs as needed. Develops procedures to maintain database information. Creates customized reports and gathers statistical data to assist in determining efficiency of programming.
  • Regulates workload of staff. Evaluates numbers of clients and their various needs through staff used of approved assessment tools. Locates appropriate local programming to help with clients' needs. Makes recommendation regarding staff levels. Implements internal programs to maximize staff resources to deal with high volume of clients.
  • Performs functions of the probation officers when needed, including maintaining a case load.
  • Promotes a diverse, culturally competent, and respective workplace.
  • Interacts positively with internal and external customers. Communicates and interacts effectively and respectfully with employees, supervisors, individuals from other organizations, and customers.
  • Performs the physical and mental demands of the position.
  • Attendance during regularly scheduled work hours and outside regular hours as necessary. Works the days and hours necessary to perform all assigned responsibilities and tasks. Must be available (especially during regular business hours) to communicate with subordinates, supervisors, customers, vendors, and any other person or organization with whom interaction is required to accomplish work and employer goals.

ADDITIONAL FUNCTIONS:

  • Provides on-call services. Consults and provides counsel to staff and law enforcement regarding emergency situations. Assists clients and parents in crisis situations, provides information, assurances, and direction in absence of staff member.
  • Participates in professional staff development. Participates in training and education opportunities to maintain and improve proficiency. Attends and participates in professional organizations. Reads appropriate journals and articles. Associates with agents and departments from other counties and states to learn about and maintain professionalism.
  • Performs other related functions as apparent or assigned.

QUALIFICATIONS

MINIMUM QUALIFICATIONS:

  • Bachelor's Degree in Criminal Justice, Corrections, Social Work, Sociology, or related field
  • At least five (5) years of progressively responsible leadership, administrative, supervisory, and/or experience in a community-based setting or as a Probation Officer, or similar position.

PREFERRED QUALIFICATIONS:

  • Work in a community corrections environment with increasing responsibility with supervisory and/or management experience
  • Experience working with adult and juvenile offenders in a community-based probation setting
  • Experience as a trained trainer in a best correctional practice
  • Experience and training with sentencing guidelines
  • Experience and training with supervised release clientele and the hearings and release unit
  • Master’s Degree in Criminal Justice, Corrections, Social Work, Sociology, or related field

CONDITIONS OF EMPLOYMENT:

  • Must possess a valid driver’s license and be able to drive in the State of Minnesota.
  • Must successfully pass background check.
  • Must comply with all federal and state laws and organizational and departmental policies and regulations.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes.

HOURS OF WORK

Monday through Friday from 8:00 to 5:00p.m. Some flexible hours may be needed on evenings and weekends.
