Program Overview
The Bali Climate and Green Development initiative believes that fostering the agency and leadership of local government and broader segments of the society is key to ensure that the climate neutrality agenda remains strong and becomes a way of life and pathway for development, regardless of national and local political transitions. It will require concerted efforts amongst various actors to create breakthroughs with long-lasting climate, social, and economic impacts. Our main targets in this project consist of local government, especially in the field of energy and transportation, electric vehicle (EV) and clean energy business owners, coastal communities, and sustainable tourism communities. While most of them have already had a common understanding towards the urgency of climate transition, they need to be equipped with more information, knowledge, and thought-leadership avenues to build ideas and make actions.

World Resources Institute (WRI) Indonesia has co-designed a multi-year’s program for Bali Climate and Green Development Initiative with our partners in Bali, to demonstrate how a rapid, province-scale effort with a focus on energy decarbonization and climate solutions can benefit local people, the economy, and the environment, while at the same time providing a strong foundation for the province’s climate neutrality by 2045 and contributing to national climate targets. This project’s theory of change is adapted from the program to ensure synergy and collaboration between partners to achieve our overarching goal.

Job Highlights
The GIS specialist will be based in Bali and work closely with the Bali Climate & Green Development Initiative team to develop spatial insights to inform key stakeholders in Bali, in regard to the plan of e-mobility and clean energy transition.

What You Will Do
In coordination with the Senior Lead, E-Mobility Program, the GIS specialist will have responsibilities to:
Research and Technical Works (50%):
  • Provide spatial insights on Bali’s green development including but not limited to topics of clean energy, e-mobility, sustainable tourism and zone development.
  • Lead technical works related research and data analysis of Bali’s Electric Vehicle Zone (EV Zone) and/or Low Emission Zone (LEZ) development.
  • Supervise all the works related to spatial plan and development carried out by the implementing partners in Bali.

Project Management (30%):
  • Support the Program Leads in project implementation related with Bali Climate & Green Development program.
  • Support the Program Leads in developing detailed implementation plan of the project particularly on GIS research component.
  • Support the Program Leads in administration works for project implementation including procurement, TOR development, travel request and call for proposal.
  • Provide support to report development to internal and external parties.

Outreach and Stakeholder Engagement (20%):
  • Develop outreach/communication materials, technical guideline, training modules and plan for key stakeholders in Bali in project related to GIS work.
  • Represent WRI Indonesia in a forum/dialogue/meeting with stakeholders related to GIS/spatial works.
  • Contribute to blogpost, brief writings, media interview to advance the awareness of Bali’s EV zone topics in Bali.
  • Liaise with WRI Indonesia communication team for any communication-related products and events.

What You Will Need
  • Bachelor’s Degree in Geodesy, Geomatics, Geography, Informatics, Urban Planning or any other related field to GIS.
  • Minimum 3-5 years of full-time work experience in geospatial analysis using GIS software. Experiences in urban projects such as transport and energy is a plus.
  • Legally able to work in Indonesia.
  • Able to travel to other provinces/cities in Indonesia.
  • Studies, interest or experience working on climate, energy, transportation, sustainability, e-mobility, and environment sector issues is preferred
  • Experience in scientific writing with history in publishing international peer-reviewed journal is a plus.
  • Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
  • Excellent oral and written communication skills.
  • Professional fluency in Bahasa Indonesia and English.
  • Ability to work effectively in a fast-paced office environment and cross sectoral themes
  • Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work-ethic.
  • Problem solver who is willing to develop and share ideas internally and externally

Deliverables
  • Final draft of Bali’s EV Zone Development Report.
  • Completed capacity building on GIS/spatial development with Bali’s stakeholders.
  • Final version or published knowledge products as planned in the projects
  • Technical analyses results (i.e. presentations or reports) as planned in the projects
  • Monthly verbal or written progress report to the team

Duration
January – August 2023

Terms of Payment
Daily-rate based consultant with maximum 18 (eighteen) working days per month

Contract Arrangement
Individual consultancy contract (Part-time, limited term)
