Salary Range: [$78,100 - $109,300]

Under the supervision of the Executive Director, the Controller is responsible for maintenance of the general accounting records. Will prepare or supervise the preparation of the appropriate financial reports, and coordinates information systems functions. In addition, this position will be responsible for all aspects of financial management, coordinates and oversight of tax returns and financial reports to local, state and federal funding agencies and or taxing government agency. The Controller serves as a member of the agency’s management team and works in close cooperation with all managers.

Duties and Responsibilities:

  • Supervises and coordinates the maintenance of accounting records for the financial transactions of all programs of the Foundation.

  • Reviews cost sections of all grants, contracts, and proposals for appropriateness, accuracy, and recommendations or deletions.

  • Compiles Grant invoices from financial data.

  • Directs and supervises ongoing fiscal office operations, such as payroll, accounts payable and receivable, purchasing, taxes and related bookkeeping and accounting functions.

  • Prepares and/or oversees the preparation of monthly financial statement, develops, reports and maintains internal financial reports.

  • Performs, monitors and analyses budgetary and purchasing functions, providing reports, analyses and revisions as necessary.

  • Coordinates periodic audits required by funding agencies, providing requested information, reconciling differences and modifying procedures as required. Coordinates and implements management findings incurred by audits.

  • Develops and maintains internal fiscal control to meet contractual and legal requirements; reviewing documents to ensure accuracy and timeliness.

  • Prepares the Foundation’s budget and the budget for new and renewed government contracts or grants under the direction of the Executive Director.


  • Monitors cash flow and prepares cash flow projections.

  • Coordinates accountability and recordkeeping requirements for all insurance plans.

  • Approves purchase orders, cash payment vouchers and reviews supporting documentation.

  • Supervises and coordinates the preparation of the monthly bank reconciliation and the annual federal and state tax returns.

  • Monitors the preparations of all payroll in accordance with current employee status changes.


  • Oversees all patient accounts and billing policies and procedures to ensure compliance with Foundation and funding agencies’ policies and requirements.


  • Prepares monthly periodic invoices and quarterly reports as required by grants contracts.

  • Responsible for the coordination and preparation of schedules of. FQHC Cost Report.

  • Provides staff assistance to the Executive Director in general administrative matters assigned; assist in overall program development, management and evaluation of the agency.

  • Guarantees the adherence to agency’s approved fiscal policies as identified by the Executive Director and Board of Directors.

  • Performs other duties as assigned.


Knowledge Skills & Ability:

  • Review agency operations and recommend improvements to ensure efficiency, cost effectiveness, and compliance with governmental regulations; guide the increasingly complex information technology and telecommunications direct for the agency.

  • To detect error in correspondence, records, statistics, and clerical procedures.

  • To direct work flow and supervise departmental personnel.

  • Work cooperatively with co-workers in an office environment.

  • Work courteously under stressful conditions with co-workers and general public.

  • Maintain the confidentiality of all patients, employees and clinic business records.


  • Interpretation and implementation of funding sources, according to the accounting guidelines for developing and maintaining fiscal policies, which result in a system of internal accounting controls.

  • DDHS Grants, administrative principles, practices and techniques; contract and grant administration with particular reference to a non-profit, community based setting.

  • Computer literate with Excel, financial computer system.

  • Management of all non-cash resources, including facility equipment.

Minimum Qualifications:

  • Graduate from an accredited college or university with a four year degree in Accounting or Business Administration preferred or at least 5 years of work experience with progressively increased responsibilities.

  • Experience with computerized accounting is essential.

  • Complete familiarity with cost accounting.

  • Must be experienced in accounting and financial management.

  • Community Health Center Federal and State policy familiarity preferred.

  • Bilingual preferred (English/Spanish).

  • Supervisory and management experience preferred.


Physical Requirements:

  • Must be able to lift up to 25 pounds and push up to 100 pounds (on wheels).


  • Must be able to hear staff on the phone and those who are served in-person, and speak clearly in order to communicate information to clients and staff.


  • Must be able to have vision that is adequate to read memos, a computer screen, personnel forms and spread sheets, and administrative documents.


  • Must be able to sit or stand for long periods of time.

  • Must be able to have repetitive hand movements.


  • Must be able to reach above the shoulder level to work, must be able to bend, squat and sit, stand, stoop, crouch, reach, kneel, twist/turn, finger and feel.

Working Environment:

The duties will be carried out indoors with the condition of the air clean and controlled. The noise level in the work environment is usually average.
