The Washington State Office of Superintendent of Public Instruction (OSPI) seeks two Data Analysts to join the OSPI team. This full-time position is based in Olympia, Washington. T his position may be eligible for a partial telework schedule. Telework is a combination of in-building and off-site days. Position Overview
This position is in Student Information, under the Division of Assessment and Student Information at OSPI. Student Information’s objectives are to produce timely, accurate, and meaningful analysis and reporting to support the needs of OSPI, school districts, partner agencies, the legislature and the public while maintaining and protecting student privacy


The responsibilities of this position impact project timelines, data quality, and the ability of OSPI to analyze and report data in a timely and accurate manner. The employee is required to work with internal and external stakeholders to understand data needs; and support processes and systems to ensure the privacy, confidentiality, integrity, and accuracy of educator data.


Key Responsibilities
  • Verify accuracy and integrity of student records, data files, interfaces, and reports by working with OSPI staff, districts, and other state agency education data partners.
  • Provide technical assistance to district and agency staff in planning, gathering, analyzing, interpreting, and reporting student information.
  • Work closely with the OSPI Student Information and Assessment staff, OSPI’s program staff and school districts to provide support around data collection and reporting.
  • Work closely with OSPI programs to create a plan to meet program specific needs including exploratory data analysis, reporting tools, outcomes and/or legislative reporting, and research and evaluation activities.
  • Maintain, analyze, and produce analysis, reports, data visualizations, and research briefs on all areas of student information that are priorities for OSPI, school districts, or the legislature.
  • Provide data analysis and summaries for state and federal reporting, including annual legislative reports.
  • Create data summaries and analyses that may be used to make decisions about policy implementation.
  • Make decisions about how to approach their work, including the best method for compiling and summarizing and analyzing data; how to communicate technical information to a broad audience; and what issues to escalate to the team lead and director.

Required Qualifications:
  • A bachelor’s degree in education, statistics, computer or information science, business, accounting, economics, social services, or related field AND at minimum of 2-years’ experience in data management, data analysis, research/evaluation, or any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work. Additional experience may substitute the degree requirement.
  • Skilled in writing queries for data verification and quality assurance purposes and to create analysis ready data tables.
  • Demonstrated written and verbal communication skills with a range of audiences ranging from technical users of data to the public who may have limited understanding of the State Education Agency, education data, or the applicant’s respective field.
  • Skilled in performing descriptive statistical calculations and data manipulations

Desired Qualifications:
  • Knowledge of the public PK–12 data system.
  • Experience in the public PK–12 education system.
  • Experience creating data visualizations using Tableau or similar tool.
  • Ability to establish and maintain effective working relationships characterized by a high level of acceptance, cooperation, and mutual respects with a variety of people in a multi-cultural, diverse socio-economic setting.
  • Ability to effectively communicate technical information to non-technical personnel.
  • Ability to write clear, concise, and useful technical documentation.
  • Ability to work under pressure, organize, prioritize, and multi-task to meet established deadlines.
  • Ability to maintain the highest degree of confidentiality.
  • Ability to participate as a team member.

Compensation

The annual compensation for the position is $61,867 - $82,858 per year and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate. Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program. This position serves at the pleasure of the Superintendent, and is Civil Service Exempt. This position is not represented by a bargaining unit.
