Position Description

On major projects and in a lead role over junior staff, this position will provide assistance and information to customers regarding construction project permit and licensing requirements, application procedures, approval processes, and fees; receive and route plans and documents; and act as a liaison between City Staff and the customer during the application process.

Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

For major projects and in a lead role over smaller applications:

  • Assist customers in completing applications and meeting requirements for permits and licensing in new construction, remodeling and infrastructure work.
  • Review all applications for completeness and accuracy.
  • Ensure all electronic plans and documents are submitted in timely fashion and coordinate the distribution and processing of plans and documents through the approval process across multiple departments.
  • Troubleshoot project review and technical problems between customers and city review staff.
  • Lead and participate in counter service at the Public Service Building.
  • Facilitate Preliminary Development Review process to discuss technical project issues.
  • Answer and educate customers and staff on a wide variety of questions regarding the development process, applicable codes, ordinances, laws, policies, and procedures.
  • Perform preliminary nonstructural review of remodeling projects to determine compliance with building, zoning, and public works code requirements.
  • Approve plans and/or forward them to Public Works, Zoning or Plan Review if necessary.
  • Assist the Development Coordinator I with building, trades, licensing, and permits as required.
  • Assist in reviewing/evaluating training needs, etc. of other Development Review staff; training others as needed.
  • Research historical information, computer records, files, maps, and other source materials to validate land, permit and project data.
  • Approve the issuance of building permits revisions, extensions and cancellations in accordance with State and Local Law and on the behalf of the Director of Development Services.
  • Make determination of applicable fees for plan checks, permits, licenses and other items; collect fees.
  • Maintain project records, including plans, permits, approvals, plan revisions, and other documents in the Development Review record repository.

Required Qualifications

Required Education
A Bachelor's Degree in City Planning, Architecture or Building Technology or equivalent.

Required Experience
Three years of experience in a public regulatory agency in a position performing similar duties.

Equivalency
An equivalent combination of related education and experience may be considered.

Licenses/Certificates
Within one (1) year of hire, incumbent must obtain/maintain a Permit Technician Certification from the International Code Council (ICC).

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Selection Process
Eligibility to be considered for the position will be determined by a rating of training and experience or oral examination (100%). Since the examination selection process may consist of a rating of training and experience, it is to your advantage to be as complete and thorough on your application form, supplemental application and other supporting documentation/materials as is possible. The City of Minneapolis Human Resource department reserves the right to limit the number in any phase of the selection process.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening, process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three (3) months after it has been established.

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities

  • Strong computer skills including experience with Enterprise Land Management System (ELMS) and ProjectDox ePlan review software.
  • Thorough knowledge of the municipal building, licensing, public works and zoning code process.
  • Good customer service skills and the ability to solve problems and resolve conflict.
  • Ability to explain rules, policies, procedures, codes, and ordinances to customers.
  • Good knowledge of and the ability to read maps and identify streets, lots, blocks, structures, and right of way.
  • Skill in maintaining cooperative and effective working relationships with a diverse set of customers and staff.
  • Good written and verbal communication skills and the ability to prepare concise and accurate written reports and correspondence.
  • Working knowledge of standard site plans and engineered construction drawings and specifications, including knowledge of occupancy groups and types of construction.
  • Knowledge of the City's goals and objectives relating to the development policies and processes.
