Job Description and Qualifications

Air Products, a Fortune 500 manufacturer of industrial gases, has an immediate opening for a Director, Government Contracting at our global headquarters in Allentown, Pennsylvania.

The Government Contracting Director is responsible for establishing the company’s ability to fulfill obligations tied to significant government funding secured and being pursued and managing contract fulfillment activities related to existing and future government contracts in the US and Canada.

Overall responsibilities include establishing and ensuring contract compliance and efficient contract administration across all involved corporate functions, building out additional positions within the function as needed, establishing and maintaining excellent customer relations, both internally and externally. Your team will support proposal preparation and contract negotiation with contract administration and fulfillment of all obligations as the primary responsibility of the Government Contracting function. As head of function, you will establish robust processes and procedures to insure proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and contract obligations.

The Director must have knowledge of government contractual terms and conditions in order to advise project teams of required obligations and risks and assist with developing and implementing strategies to reduce/mitigate compliance and performance risks, maintain project reporting and records in accordance with government requirements, and maintain historical information.

Principal Accountabilities:

The Director, Government Contracting will be responsible for establishing and managing the fulfillment of contractual obligations of government programs in which the company enters. Responsibilities include:
  • The negotiation, administration, extension, termination, and renegotiations of contracts.
  • Oversee the evaluation of contract performance to resolve necessity for amendments or extensions of contracts, and compliance to contractual obligations.
  • Ensure communications are maintained across all involved functions for timely contract execution and fulfillment by the parties.
  • Ensure final contract documents are consistent with agreements reached at negotiations.
  • Lead the establishment and maintenance of government contracting processes, maintain contract administration systems to track and ensure that the company and its third-party contractors comply with the terms, conditions, and specifications of the agreements.
  • Support the development of compelling grant proposals.
  • Educate internal colleagues on leveraging grant opportunities to support business objectives.
  • Develop database for record keeping, analysis, and measuring attainment of results.

Qualifications:
  • Bachelor's degree in Finance, Business, Business Administration, Program Management, Accounting, or related field
  • Candidate must be able to effectively multitask, be proficient with federal contracting, and demonstrate outstanding communication skills so that they can interface with all levels of internal and external customers
  • 15+ years of contract administration experience. Sound working knowledge of contracting practices such as Federal Acquisition Regulations, Government Cost Accounting Standards, preferably with experience on government contracts.
  • Account and Contracts management experience.
