The Director is responsible for establishing and leading the Office of Space Commerce and leading a dynamic Convention & Visitor"s Bureau strategy for the City of Brownsville. The incumbent will lead the overall organizational administration, including developing, implementing, and monitoring Strategic Plans to ensure a unified voice that aligns with the pillars and priorities of the City of Brownsville. The position reports to the City Manager.

The Director will manage a well-planned strategy to further develop economic growth and business recruitment to the City as a commercial investment site and tourism destination; create sales campaigns for prospective new businesses; conduct research and generate new leads for space commerce partners and customers; administer the day-to-day operations of the Convention & Visitors Bureau, including development, creation, management and placement of all content as it relates to tourism for the organization and local events; and, oversee all sales efforts including domestic, international, leisure, meetings and sales.

ESSENTIAL FUNCTIONS & JOB SPECIFICATIONS:
Collaborate with City Manager Office in the development and implementation of a cohesive, strategic-and-enterprise-wide space commerce and economic development plan.
Subscribe to the organization"s values, vision, and direction; plan and recommend policies and programs to achieve space commerce and tourism goals.
Lead the creation of, development and implementation of the Office of Space Commerce, including short-and-long term strategic plans for the new department.
Lead the implementation and outreach of current and potential space commerce partners and customers.
Foster economic growth and technological advancement for space commerce. Assist commercial space companies in their efforts to do business with the City.
Works with City Manager Office to identify key opportunities and areas of potential business; develops plans to approach key decision makers within those opportunities.
Serve as an industry advocate within the City Manager Office to ensure the municipality meets its space-related requirements.
Represent the City within the space and tourism industry by actively engaging in associations and attending appropriate trade shows and functions.
Administer and manager all areas of operation of the convention and tourism facilities. Serve as a liaison for industry partners; maintain communication with the local tourism industry (hotels, restaurants, zoo, museums, festivals, bike rallies, athletic events, etc.) and assist as necessary and reasonable.
Coordinate and formulate agenda for CVB Board of Directors meetings; maintain the minutes for all meetings; plan and recommend programs to achieve the goals of the CVB; keep board members informed on regional and national programs that are applicable to tourism in the community.
Work closely with Finance Department to ensure a fiscally sound operation; develop and implement annual budget, including HOT Funds.
Coordinate and participate in educational/hospitality training seminars for industry-related employees.
Documents calls and results and regularly reports to the City Manager with results and pipeline updates.
Effectively collaborates with multiple departments within the organization.
Work closely with all local partners, including but not limited to the Brownsville Chamber of Commerce, Greater Brownsville Incentives Corporation, Brownsville Community Improvement Corporation, University of Texas at Rio Grande Valley, Texas Southmost College, the Brownsville Downtown revitalization initiative, and other community development organizations.
Tracks and documents lead and customer feedback about services and offerings.
Develop self-strategic plan to define the assigned responsibilities and set future goals of the Director/Department, in conjunction with the City Manager"s Office. Maintain final accountability for the establishment and achievement of goals and objectives for the operation of the Office of Space Commerce and Convention & Visitor"s Bureau.

Represent and serve as the spokesperson for the Office of Space Commerce and Convention & Visitor"s Bureau.
Ability to manage community board(s) and committees.
Perform other duties and responsibilities as assigned.

MINIMUM REQUIREMENTS:
Master"s Degree in Business Administration, Public Administration, or Marketing preferred.
Bachelor"s Degree in Economics, Business Administration, Public Administration, Marketing or Communications required.

MINIMUM EXPERIENCE:
Three (3) to Five (5) years of progressive experience with increased responsibilities in business management, public administration, marketing and/or sales, including:

Strong written and oral communication skills
Economic/Business development knowledge
Entrepreneurial spirit with ability to remain flexible
Manage multipole priorities and projects at one time
Connect customer needs to organizational products and services
Ability to see sales potential and develop relationships accordingly to support growth
Budget preparation and management

SPECIAL CERTIFICATION AND LICENSES:
Job requires a current, valid Texas Class C driver"s license, or possess the ability to obtain a TXDL as required by State Law (no later than 30 days from job offer and acceptance).
Ability to pass a personal, criminal and employment background check.

PHYSICAL REQUIREMENT:
Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness, and speed in the use of fingers, hands or limbs on repetitive operation electronic office machines or tools within moderate tolerances or limits of accuracy.

The City of Brownsville participates in a generous retirement plan with retirement opportunities available at 5 years of service at age 60 or 20 years of continuous service at any age. The City has an exceptional employee and family medical and dental insurance plan. Full time employees have the opportunity to accumulate 10 sick days and 10 annual days per year. The City will provide each full-time employee with employer paid life insurance and two (2) paid floating holidays on an annual basis.
