Director of Data Governance

The Washington State Office of Superintendent of Public Instruction (OSPI) seeks a Director of Data Governance to join the OSPI team. This full-time position is based in Olympia, Washington. This position may be eligible for partial to near full-time telework. Telework is a combination of in-building and off-site days. Position Overview
The Data Governance Director is responsible for the implementation of RCW 28A.300.507 , which includes:
- Lead the development and implementation of agency data governance policies and procedures.
- Serve as the chair of an inter-agency K-12 Data Governance Committee
- Serve as the agency EDFacts Coordinator, ensuring data quality and timely reporting in the Education Data Exchange Network.
- Lead and facilitate the agency’s Data Leadership, Data Management, and Tableau Governance committees.
- Cultivate partnerships between both internal and external stakeholders to further the development of the K-12 educational data systems to enable continuous improvement.
Key Responsibilities
The Director of Data Governance, with the support of the data management committee, is responsible for:
- Identifying and addressing issues that threaten agency-wide data quality
- Implementing processes and technology that produce complete, accurate, and timely data
- Regularly convening and informing the K-12 data governance, data management and data leadership groups
- Coordinating the reporting of data to the Department of Education (EDFacts Coordinator)
The Director of Data Governance leads the data governance process, which includes:
- Defining and maintaining standards for privacy and confidentiality
- Setting data collection priorities
- Defining and updating a standard data dictionary
- Ensuring data compliance with the data dictionary
- Ensuring data accuracy
- Establishing minimum standards for school, student, financial, and teacher data systems.
The Director of Data Governance leads the work of the Data Governance Committee to:
- Identify the critical research and policy questions that need to be addressed by the K-12 education data improvement system
- Identify reports and other information that should be made available on the internet
- Create a comprehensive needs requirement document detailing the specific information and technical capacity needed by school districts and the state to meet the legislature's expectations for a comprehensive K-12 education data improvement system as described under RCW 28A.655.210;
- Conduct a gap analysis of current and planned information compared to the needs requirement document, including an analysis of the strengths and limitations of an education data system and programs currently used by school districts and the state, and specifically the gap analysis must look at the extent to which the existing data can be transformed into canonical form and where existing software can be used to meet the needs requirement document
- Focus on financial and cost data necessary to support the new K-12 financial models and funding formulas, including any necessary changes to school district budgeting and accounting, and on assuring the capacity to link data across financial, student, and educator systems
The Director of Data Governance also leads the Data Leadership Committee which consists of senior and executive leadership and is responsible for:
- Setting priorities among agency-wide critical data quality issues
- Ratifying and instituting policy decisions regarding data use and access
- Supporting data stewards to maintain and improve data quality
Required Qualifications:
- Bachelor’s degree in education, data management, social science, or related field
- 5 years of experience at the national, state, regional or local level with data collection, data management, or data governance, preferably in the public education sector
- Experience leading work groups comprised of peers and others with diverse perspectives and interests.
- Experience managing multiple complex projects simultaneously, to prioritize tasks and meet deadlines.
- Experience collaborating with a variety of stakeholders, preferably including school district, researchers, and members of the Legislature.
- Knowledge of state and federal education data and accountability systems and reporting requirements.
- Experience presenting information to both technical and non-technical audiences.
Desired Qualifications:
- Master’s or Doctorate in education, public administration, or social sciences.
- Demonstrated progressive leadership positions in the collection, analysis, review and interpretation of educational data designed to improve instructional practice.
- Experience with Tableau or similar data visualization software; advanced statistical analysis and research experience.

Compensation
The annual compensation for the position is $100,000-120,000 per year and depends upon experience, educational background and qualifications. Geographic differentials may be applied based on work location of successful candidate. Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program. This position serves at the pleasure of the Superintendent and is Civil Service Exempt. This position is not represented by a bargaining unit.
