POSITION SUMMARY:

The Director of Nursing assumes authority, responsibility and accountability for the delivery of nursing services at The Overlook Health and Rehabilitation Center which includes the Health Center, the Post-Acute and Rest Home Neighborhoods. The position also provides clinical direction to the Assisted Living neighborhood and the Adult Day program. In collaboration with facility Administration, allocates department resources in an efficient and economic manner to enable each resident to attain or maintain the highest practical physical, mental, and psychosocial well-being. Collaborates with other departments, medical professionals, consultants, and organizations, including government agencies and advocacy groups, to develop, support and coordinate resident care, related administrative functions and to represent the interests of the organization.

PRINCIPLE DUTIES/ESSENTIAL FUNCTIONS:

  • Represents the organization by demonstrating our Culture of Excellence values in all interactions with others in the Overlook community, and with the public.
  • Keeps all resident/patient information in strict confidence by following HIPAA regulations.
  • Develops, maintains, and implements nursing policies and procedures that conform to current standards of nursing practice, facility philosophy, and operational policies while maintaining compliance with state and federal laws and regulations.
  • Communicates and interprets nursing policies and procedures to nursing staff, and monitors staff practices and implementation.
  • Participates in admission decisions as may be needed.
  • Participates in daily and weekly management team meetings to discuss resident status, census changes, personnel, or resident complaints or concerns.
  • Evaluates the work performance of all nursing personnel and implements discipline according to operational and company policies.
  • Ensures delivery of compassionate quality care and nursing supervision as evidenced by resident and family satisfaction survey results, patient care indicators reflected on the MDS and Casper reports, Joint Commission Accreditation surveys and the annual Department of Public Health compliance survey.
  • Demonstrates knowledge of Key Clinical Quality Indicators, and proactively monitors and implements systems to achieve and/or surpass industry standard.
  • Exercises overall supervision of resident assessments and care plans.
  • Reviews 24-hour report from every unit daily to monitor and ensure timely, effective responses to significant changes in condition, transfers, discharges and untoward events, particularly those resulting in a negative significant outcome.
  • Collaborates with physicians, consultants, community agencies, and referral organizations to improve the quality of services and resolve identified problems.
  • Coordinates nursing services with all other departments.
  • Oversees nursing schedules to assure they meet resident needs and regulatory and budgetary standards.
  • Participates in the Hiring Manager interview phase of the recruitment process to ensure sufficient quality staff are hired.
  • Provides direct oversight and works collaboratively with the Assistant Director of Nursing, Nursing Managers and Supervisors.
  • Oversees and works collaboratively with Director of Education. Oversees development and delivery of in-service education to equip nursing staff with sufficient knowledge and skills to provide compassionate, quality care and respect for resident rights.
  • Assist the People and Culture Department to proactively develop positive employee relations, incentives, and recognition programs.
  • Promote teamwork, mutual respect and effective communication as evaluated through employee surveys and retention metrics.
  • Participates on various committees and work groups as may be required, and as appointed by the Administrator.
  • Performs resident rounds to observe care and to interview staff, residents, families or other interested parties.
  • Monitors staff for compliance with OSHA mandates and facility policies on workplace safety. Proactively develops procedures and incentives to promote workplace safety and safe work practices.
  • Oversees, implements, and monitors the infection control and prevention program designed to provide a safe, sanitary and comfortable environment designed to prevent the transmission of disease and infection.
  • Reviews infection control and prevention surveillance reports to identify trends and to develop effective actions to control and prevent infections.
  • Is an active member of the Quality Assurance Program Improvement Committee (QAPI).
  • Together with Assistant Director of Nursing and the Director of Education, coordinates and/or develops on-going QAPI activities for nursing services to monitor nursing compliance with standards and regulatory requirements through rounds, interviews and record reviews.
  • Participates in budget development for the nursing department, and for medical, nursing and central supplies.
  • Works in conjunction with the Administrator to operate an organization that meets or exceeds standards established in regulations and professional standards for the senior care industry.
  • Ensures that the organization is prepared for survey or audit by representatives of regulatory agencies or representatives from other organizations.
  • Participates in the preparation of the Plan of Correction response to a survey and implements follow-up required for any identified nursing deficient practices.
  • Communicates directly with residents, families, medical staff, nursing staff, interdisciplinary team members, and the leaders of other departments to coordinate care and services, promote participation in care plans, and maintain a high quality of care and life for residents.
  • Promotes customer service and hospitality and responds to and adequately resolves complaints or concerns from residents or families or from the Ombudsman about nursing services.
  • Monitors facility incidents and complaints daily to identify those defined as unusual occurrences by CMS and/or DPH policy and promptly reports such occurrences to Administrator for appropriate action.
  • Monitors complaint reports daily for allegations of potential abuse or neglect, or the loss or misappropriation of resident property, and participates in these investigations and promptly reports such occurrences to Administrator for appropriate action.
  • Promotes compliance with accident prevention procedures, safety rules, and safe work practices to prevent injury and illness and control worker’s compensation costs.
  • Assures staff is trained in safety, fire and disaster and other emergency procedures, and evaluates performance during drills.
  • Interacts courteously with residents, family members, employees, visitors, vendors, business associates and representatives of government agencies.
  • Acts in an administrative capacity in the absence of the Administrator.
  • Lead daily, weekly, and monthly meetings.
  • Any other responsibilities requested by HC Administrator and the Executive Director of the Health Center.

Non-essential (secondary) Duties

  • Knowledge of current federal and state laws and regulations that apply to the practice of nursing in a long-term care setting.
  • Strong organizational and time management skills and the ability to prioritize responsibilities.
  • Ability to make presentations before the Board of Directors, management, public groups, and staff.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Ability to read, analyze and interpret journals, financial reports, and legal documents.
  • Ability to apply mathematical concepts such as fractions, percentages, ratios, and proportions to practical situations.


Special Requirements - Must be available on an “on-call” basis and as expected to report to facility in the event of an emergency. Must be available and able to comply with mandatory reporting requirements to DPH. Oversees and is available to provide ad hoc support to the nursing on-call program for coverage after hours, nights and weekends

QUALIFICATIONS:

  • These are the Minimum Qualifications and Skills required to carry out job duties and responsibilities must be able to perform each essential function effectively
    • Graduated from an accredited school of Nursing with a Bachelor’s Degree in Nursing or related field is a plus. Master’s degree in Nursing our equivalent is also a plus.
    • Candidate MUST have active, clear and unencumbered RN License in Massachusetts required.
    • Seven (7) years of professional nursing experience in the long-term care setting is required.
    • Minimum of five (5) years’ experience in nursing administration or a comparable management position required.
    • Minimum of five (5) years’ experience in a director level role, in a not for profit, with leadership oversight, is required.
    • Knowledge of long-term care management, policies, budgeting, personnel management, and census development is required.
    • Current CPR certification is required.
    • Basic proficiency with computer Microsoft Office Suite programs (Word, Excel, Outlook) and electronic medical record software systems is required.
    • Proficiency with digital reporting systems for Mass DPH and ePOC is required.
