ABOUT THE POSITION

Under administrative direction of an Assistant City Manager, this position leads, plans, directs, and manages the administrative, technical, and professional activities and operations for the Department of Utilities. This includes planning, budget, operation, maintenance/ repair of both sewer and water services in accordance with local, state and federal mandated regulations for public safety and health, and performing related duties as required.

The Director is responsible for:

  • Developing and implementing goals, objectives, policies, procedures and work standards for water and waste water needs of the City.
  • Evaluating efficiencies of service delivery, ensuring services are provided according to laws, ordinances, rules and regulations.
  • Preparing and directing administration of departmental budget, including forecasting needs.
  • Representing the Department to other departments, senior management and outside agencies, including regional and state organizations, regional water utility entities on water resource management in the Las Vegas Valley and State of Nevada.
  • Directing designs of systems and facilities including oversight of the capital improvement program for the department.
  • Advising and providing assistance to City Executive Leadership Team (City Manager, Assistant City Manager, City Council and other personnel) in matters of utility services and activities to provide information and make recommendations.
  • Selecting, training, motivating and evaluating team members.
  • Prepare and present reports and presentations.

ABOUT THE UTILITIES DEPARTMENT

The Utilities Department mission is to provide quality, cost effective utility services meeting the needs of our community. The Department is organized into five divisions:

Administration: The Administration Section of the Utilities Department is responsible for providing administrative support to all Divisions within the Department.

Business/Customer Service: The Business/Customer Service division ensures that the customer receives quality service while protecting and enhancing the revenues and assets of the City’s Utilities Department.

Finance Division: The Utilities Finance Division is responsible for customer billing, payment processing and oversees the department’s budget.

Operations: The Utilities Operations Division is responsible for providing safe and reliable water and sewer service to our customers. Operations staff are available 24 hours a day, 7 days a week.

Water Reclamation Facility (WRF): The WRF is staffed with highly trained personnel who operate and maintain the state-of-the-art facility using submerged membrane bioreactor technology to produce extremely clear reclaimable water.

POSITION OPPORTUNITIES AND CHALLENGES

The Director can expect to partner and collaborate with the Utilities team members, Executive Leadership Team, internal and external customers, and other stakeholders on a wide variety of projects and initiatives. Some of the current opportunities and challenges include:

CANDIDATE QUALIFICATIONS, CHARACTERISTICS, AND TRAIT CRITERIA

Qualifications

Education and Experience:

  • Bachelor’s Degree from an accredited college or university with a major in civil engineering preferred or closely related field.
  • Ten years of progressively responsible utilities related experience, preferably in a water and/or wastewater operation, including five years of administrative and supervisory experience as a Manager, Assistant Director or Director of Utilities with a minimum of twenty-five (25) subordinate staff.
  • Equivalency: A combination of formal education and directed related work experience may be considered.
  • Master’s Degree preferred.

Licenses and Certifications:

  • Registered Professional Civil Engineer and State of Nevada license, preferred.
  • Must possess a valid state driver's license and maintain satisfactory motor vehicle record and ability to obtain appropriate Nevada state driver’s license within required time frame.

  • Be current on the issues facing the utility service delivery.
  • Have a record of fostering teamwork in the workplace, with an approachable management style that encourages creativity and innovation.
  • Have diplomacy and strong presentation experience, with the ability to effectively communicate with boards and council; and understand the nuances of board and council relations, such as what issues to communicate and how to do so in an informative manner, providing well-developed recommendations when appropriate.
  • Have experience with explaining complex industry issues to lay persons.
  • Be a critical thinker with strong decision-making skills with the ability to astutely analyze situations, data and other technical information to provide recommendations to council and staff.
  • Have a passion for strategic planning as well as succession planning, with the ability to see the department’s future challenges and plan accordingly; candidates must also know when to raise emerging issues.
  • Possess extremely well-developed active listening and communication skills with the ability to give engaging public presentations as well as ensure that internal communications are effective and keep team members apprised of organizational initiatives.
  • Exhibit integrity, respect for others, and a commitment to fostering a transparent, open, inclusive, and equitable work environment and organization, with a collaborative approach and a genuine desire to connect with stakeholders.
  • Possess the ability to provide strong and effective leadership and guidance on emerging issues and challenges.
  • Have an appreciation for information technology and the role it plays in the delivery of utility services, and be committed to utilizing technology to operate as efficiently and effectively as possible.
  • Have strong decision-making skills with the ability to analyze issues and provide City Council with recommendations that reflect the City’s goals and values.

SELECTION PROCESS

The selection process will begin with a screening of the application/resume. The best qualified candidates will be invited to participate in the assessment process. The selection process may include (dates to be determined):

  • Phone/Virtual Screen (By invitation only - Most qualified candidates only)
  • Oral Board with Presentation (Top candidates from phone screen only)
  • Selection Interview (Top candidates from oral board)

This process may be modified to include any combination of written, performance, and oral assessments to evaluate job-related education, experience, knowledge, skills, and abilities. The City reserves the right to modify selection devices and test instruments in accordance with accepted legal, ethical, and professional standards.

Appointment may be subject to the successful and timely completion of a post offer pre-employment background investigation and medical/physical examination, including a drug/alcohol test.


SALARY AND BENEFITS

Salary

The salary range for the position is $123,840 to $200,902. Starting salary is dependent on qualifications and experience the candidate brings to the role.

Work Week

Employees enjoy a four day work week, 9 hour work day, and 36 hour work week, Monday through Thursday.
