Summary:
The Brooks Program provides short-term housing services to families experiencing homelessness in the District. The building contains 50 units located in Northwest DC. The program follows a Housing First model philosophy and utilizes best practices to ensure participants can be transitioned out of short-term family housing to independent housing in within 90 days.
The position oversees the service delivery in a short-term family housing site. The role provides hands on, forward-thinking, strategic, and tactical leadership. The Director is responsible for smooth, efficient operations and compliance with all federal and local contractual requirements. The Director must demonstrate the ability to make sound and timely decisions related to program needs and overall administration that include financial and people management. The role reports to the VP of Regional Programs and works collaboratively with staff, participants, community partners, funders, and stakeholders to maximize program effectiveness.
Essential Duties and Responsibilities:
Administration
- Ensures all aspects of contracts are implemented and notifies responsible parties of updates.
- Works closely with Finance to develop budgets and budget execution.
- Assists VP of Regional Programs and Development staff in developing proposals for funding, including reporting on outcomes.
- Attends public and private funding source meetings.
- Participates in the interviewing and selection of new staff.
- Ensures that staff are meeting objectives by analyzing and accessing program design, staffing and resources.
Program Oversight & Leadership
- Supports the VP of Regional Programs in the design, development and implementation of the program and ensures that service delivery is consistent, effective, participant-driven and quality-oriented.
- Provides overall supervision, instructive mentorship, coaching and guidance to direct reports including clinical and programmatic supervision.
- Assists VP of Regional Programs with oversight of contracts including monitoring, negotiation, and compliance.
Program Administration, Development and Evaluation
- Acts as the program director and manages the STFH program including overseeing the service delivery, data collection, billing, quality assurance, evaluation, and reporting within various systems.
- Leverages person-centric models and human-centered design tools to develop new programming based on discussions with and insights from program participants, staff, and other stakeholders.
- Bases program development on desired outcomes with a focus on participant engagement, data analysis, governance, and satisfaction.
- Ensures continuous program development in keeping with new trends and outcome benchmarks in the field.
- Works with the Chief of Compliance & Evaluation to conduct strategic analysis that includes periodic internal audits to ensure compliance and best practices.
- Ensure compliance federal and DC regulations governing the service delivery to persons experiencing homelessness (HSRA).
- Ensure documentation and model practices are assessed on a regular basis.
- Presents Core Compliance training quarterly and participates in bi-weekly Orientation & Onboarding process.
Advocacy and Community Engagement
- Attends Board, community, and external committee meetings as necessary.
- Maintains active communication with program participants and stakeholders and develop programming with their input.
- Acts as a point of contact for participants and community stakeholders; works to resolve issues and address concerns.
- Connects, collaborates, advocates, and builds professional relationships with external agencies.
Background & Qualifications
- MA or MS in Social Work, Psychology; Counseling or Rehabilitation Professional certification or licensure preferred.
- 4 + years of progressive supervisory experience including managing mid to senior level staff.
- Experience with contract monitoring and compliance (preferably in DC, MD, and VA).
- At least 4 years of experience in homeless services, psychiatric rehabilitation, or addiction programs and proven ability to develop innovative, person-centric programming for adults in recovery.
- Demonstrated ability to manage budgets.
- Demonstrated ability to make challenging financial and programmatic decisions.
- Strong presence and unwavering commitment to quality programs, a learning and outcomes-based approach, and excellence in organizational project and change management with the ability to achieve strategic objectives.

Office is housed in a short-term family housing facility with periodic evening and weekend work.

Background checks
The selected candidate will be required to pass a criminal history background check including FBI, local police background check (for DC and of the jurisdiction in which they live), Child and Family Services Agency (CSFA) Child Protection Registry, National Sex Offender (NSO) Registry, Drug and Alcohol screening, and TB Testing.
Specific Requirements
Must have his/her own transportation to carry out job duties and responsibilities. The vehicle must meet legal requirements (insured, registered, etc.) and the employee must have a valid driver's license.

Compensation: The hiring pay range is between $91,000 – $95,000 annually. Depending on the position, the starting hourly pay rate or annual salary is based on a step system. A candidate’s starting pay determination is made based on meeting the basic position requirements, and current completed education, credentials and/or work experience. Please Note: The step system is set and not open to pay negotiation. Before moving forward in the selection process, interested applicants are encouraged to discuss starting pay eligibility with the Human Resources (Talent) Department.
