POSITION SUMMARY

Under supervision of the Disability and Special Needs Manager, and the Health Service Area Manager this position will ensure developmental screenings are completed by Classroom Teachers/Early Childhood Educators within 45 days; review and enter screenings and assist families during evaluation referral process; coordinate receiving IEPs/IFSPs; conduct transitions for children with diagnosed disability or delay. This position also will support areas of the health service area.

ESSENTIAL DUTIES & RESPONSIBILITIES

Disabilities and Special Needs Service Area:
  • Organize the screening, referral, assessment and evaluation processes for children birth to three years old with or suspected disabilities.
  • Assist with on-going assessment for children with IFSP's
  • Supports families of children with special needs upon initial screening and through the development of an Individualized Family Service Plan (IFSP) or Individualized Education Program (IEP).
  • Assist with and advocate for, in partnership with the family: coordination of evaluations to determine eligibility for services; development of an IFSP with local Part B & C
  • Assist to ensure that transition services begin six months before the child's third birthday and 36 month transition
  • Assist to ensure there is a transition plan for each family with an infant or toddler with a disability and that services are provided accordingly
  • Participate in IFSP or IEP meetings, as required.
  • Develop strong collaborative relationships with schools, communities and service agencies.
  • Attend and participate in meetings and trainings, including evening meetings and out-of-town travel.
  • Track and monitor all administration of developmental screenings for all EHS children
  • Maintain and Perform ChildPlus data system to input retrieve and update required data
  • Maintain and perform Ages & Stages Questionnaire online data system update.
  • Assist in supporting children that fall within a “monitoring” scale to ensure developmental growth.
Health Services Area:
  • Health monitoring with children with IFSP (Working with Health Manager & Health Specialist) to provide extra support on dietary needs & collect child's well baby check up's for 36 months (One day a week).
  • Assist the Health Manager in the development and maintenance of written health notes.
  • Ensure that ECE Health Services notes are tracked and accounted for in the system.
  • Update follow-up reports to help the healthcare team ensure initial exams are done within 45 days of program enrollment.
  • Communicate in a timely manner
  • Monitor and research the Internet, print media, and industry magazines for staff and customer resources.
  • Obtain reports according to the system used for the processing and entry of customer data
  • Comply with the policies of the health area
  • Perform other functions as requested.
SUPERVISORY RESPONSIBILITY

No supervisory responsibilities.

QUALIFICATIONS (KNOWLEDGE, SKILLS, AND ABILITIES)

  • AA in Early Childhood Education Plus Certified in Special Needs
  • Experience working with Special Needs children
  • Basic knowledge of the Part C of the Individuals Disabilities Education Act (IDEA).
  • Head Start and Early Head Start knowledge preferred.
  • Proficient in Microsoft office and use of the internet.
  • Comprehensive understanding of Early Head Start/Head Start programs philosophy and performance standards
LICENSING AND CERTIFICATIONS (IF APPLICABLE)

  • Daily driving is required. Must provide own vehicle, valid Driver's License and proof of full vehicle insurance coverage
  • First Aid certification and Child CPR certification required.
  • Health Exam required
  • Pertussis (whooping cough) and measles immunization
  • Negative tuberculosis screen required
  • Hepatitis B Vaccination (recommended)
  • Must pass a criminal background check.
DELEGATION OF AUTHORITY & WORK COMPLEXITY

Tasks are highly interrelated and simple. Work consists of standard procedures and tasks. May include a high percentage of manual duties. No responsibility for budget, revenues, and/or expenditure authority. (SIMPLE & NO AUTHORITY/ RESPONSIBILITY)

SCOPE & RANGE OF INDEPENDENT JUDGMENT, DECISION MAKING, & PROBLEM-SOLVING

Performs tasks and duties under direct supervision, using well-defined policies and procedures. Work is reviewed by supervisor. Limited opportunity exists for exercising independent judgment and decision making. Refers most problems to supervisor. (DECISIONS SKILLS NOT REQUIRED)
