Albemarle County Department of Social Services is looking for candidates who are interested in becoming part of an inclusive, high-performing team in our Long-Term Care Unit as a LTC/SNAP Eligibility Worker. Practices responsible, equitable, and professional community casework and case management in an inclusive team environment. Provides outstanding customer service delivery using a holistic approach to achieve customer satisfaction. Responsible with other team members for planning and implementing team goals. In addition, performs responsible professional and technical work involving management of a benefits program caseload, respecting the broader need of individual clients and their families. Work is performed with relative independence. Commitment to County, department and unit goals, as well as the agency's Quality Caseload Standards. Performs other duties as assigned.


ESSENTIAL FUNCTIONS:
  • Interviews applicants/recipients, adapting techniques to meet the needs/abilities of the client;
  • Determines eligibility for assistance and benefit levels using automated systems or manual methods;
  • Explains available benefit programs, rights and responsibilities and other agency services to applicants/recipients, and general public;
  • Explains nature of temporary assistance benefit programs;
  • Reinforces the personal responsibility objective;
  • Explores all possible sources of income and resources; secures and verifies required information within specified time frames;
  • Compiles and analyzes information to determine initial and/or ongoing eligibility of individuals for financial, Medical and/or other governmental programs;
  • Computes income and resource eligibility timely, accurately and completely;
  • Processes applications for benefit programs such as, but not limited to Food Stamps, Medicaid, Temporary Assistance to Need Families (TANF), General Relief, Auxiliary Grants, Refugee Cash and/or Medical Assistance;
  • May perform generic or specialized duties;
  • Researches, interprets and applies program policy and procedures;
  • Provides accurate timely updated entries into local and state information systems;
  • Ensures clients receive maximum available benefits in a timely manner;
  • Provides coverage for other caseloads when needed;
  • Maintains records according to established guidelines;
  • Identifies errors/potential fraud, taking appropriate action and making appropriate referrals;
  • May perform some duties related to fraud investigation;
  • Attends and participates in Unit, Division and Agency meetings by sharing knowledge, experiences, and information regarding team members, clients, work practices, etc.;
  • May participate on agency workgroups and/or teams;
  • Attends and participates in on-going training, learning and growth opportunities;
  • Recommends changes in internal policy and procedures based on experience and knowledge;
  • Participates on the interviewing panel of job applicants in the hiring processes;
  • Prepares/presents required reports, including the preparation of Appeal Summaries;
  • May be required to support local disaster response/emergency operations and other duties related to the delivery of services;
  • Performs related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES:

General knowledge of interviewing and time management skills and the principles and practices of public social service organizations; some knowledge of current social, economic and health problems and of human behavior and social functioning; ability to establish and maintain effective working relationships within a team environment; ability to establish and maintain effective working relationships with clients, co-workers, and the general public; ability to analyze facts and exercise sound judgment in arriving at conclusions; ability to communicate complex ideas effectively, orally and in writing; ability to prepare clear and concise reports; ability to organize/manage own work schedule; ability to plan, manage, coordinate and prioritize multiple and varied activities and projects; skill in the use of computers and software, such as word processing and database applications.


EDUCATION AND EXPERIENCE:

High school diploma supplemented with additional training and related work experience OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities is required. The following are strongly preferred, but not required: bachelor's degree, direct eligibility experience, experience working effectively and successfully within a team, and/or experience working with populations with limited English proficiency. SPECIAL REQUIREMENTS: Possession of a valid appropriate driver's permit issued by the Commonwealth of Virginia.
