The East Central Health District is seeking a highly qualified candidate for the position of Emergency Preparedness Planning Specialist within the Emergency Preparedness Program.

Under limited Supervision of the District Director of Emergency Preparedness and Response, the Planning Specialist will:

  • Coordinate emergency planning activities for DPH internal partners relating to the State Emergency Operations Plan and all affiliated annexes/appendices.
  • Interface with the Department of Public Health Planning Led to support grant requirements relating to planning activities by developing and maintaining guidance and tools.
  • Work with the District Training and Exercise Coordinator and the Director of Emergency Preparedness and Response to develop DPH specific exercises and training to validate emergency plans.
  • Support the development of district-wide multidisciplinary, or functional teams comprised of both state, district, and external partners.
  • Ensure consistent engagement with internal and external partners to support plan development and maintenance.
  • During disaster operations, conduct activities as the Planning Section Chief in the DPH Emergency Operations Center and as a Public Health Liaison at District Operations Center during an activation.
  • Assist the District Director of Emergency Preparedness and Response with maintaining the overall statewide planning capability.
  • Assist in other planning and exercise development, as necessary.
  • Maintain district emergency preparedness inventory management system.
  • Prepare to respond to public health emergencies and respond, as directed.Complete a personal emergency plan to ensure that your needs are taken care of in the event you are required to respond to an emergency.

Participate in emergency preparedness trainings, drills, and exercises, as directed.
In the event of a public health emergency, participate in the emergency response activities, as directed by the EP Director or District Health Director.
Participate in the district 24/7 on-call program. Be on-call during the assigned times each month.

Minimum Qualifications:

Bachelor's degree in a related field from an accredited college or university AND Two years of related experience

Preferred Qualifications:
Master's degree in a related field from an accredited college or university AND One year of related experience

  • ICS 100, 200, 300 and 700
  • Experience in public health program management, in areas such as emergency preparedness or emergency management.
  • Experience teaching, training, or emergency communications.
  • Experience with all hazard planning and plans writing, specifically related to operationalizing planning documents on a federal, state, regional or local level.
  • Experience in the use of MS Word, Excel, Teams, and SharePoint computer application software.

Pay: $44,000.00 - $50,000.00 per year
