The East Central Health District is seeking a highly qualified candidate for the position of Emergency Preparedness Training and Exercise Coordinator within the Emergency Preparedness Program.

Develops appropriate public health emergency preparedness training program as identified by training needs assessments. Plans, develops, coordinates, produces, and evaluates training courses as needed.

On an ongoing basis, assesses public health emergency preparedness training needs.

Serves as the contact person for public health emergency preparedness training requests and acts as technical advisor to other staff members.

Develops district annual training and exercise plan.

Develops course outlines and appropriate training curricula in public health emergency preparedness and incident command for PH staff, partner agencies, healthcare partners, and others as assigned.

Develops SNS/MCM training program for public health staff and community partners.

Works in tandem with EPS to coordinate CHEART planning and training to develop county health department response abilities.

Schedules and coordinates appropriate courses for staff

Works with EPS to coordinate exercises to validate and improve plans

Develops and administers questionnaires, rating forms, and other instruments to measure effectiveness of training courses as needed.

Presents public health emergency preparedness presentations to community groups as scheduled.

Develops a public health emergency preparedness exercise program. Plans, conducts, and evaluates public health emergency preparedness drills and exercises.

Develops a 5-year plan for a comprehensive cycle of public health emergency preparedness drills and exercises that is consistent with the Homeland Security Exercise and Evaluation Program (HSEEP).

Develops a multi-disciplinary Exercise Planning Group.

Organizes and conducts quarterly call-down exercises as outlined by GDPH.

Designs, develops and conducts an SNS/MCM exercise program consistent with federal and state guidelines.

Keeps accurate and complete records of drills and exercises conducted in the district.

Participates in or outlines the evaluation of drills and exercises to assess effectiveness of training courses on changes in skills and behavior.

Prepares After Action Reports and Improvement Plans for all drills and exercises and real events and completes and submits documentation per GDPH, CDC, HSEEP, and/or HHS/ASRP requirements.

Submits draft AARs to EP Director and EPS within 30 days after the completion of an exercise.

Submits AARs and IPs to DPH OEP within 60 days after the completion of an exercise.

Submits documentation as required for the annual SNS drills.

Participates in the administrative activities of the East Central Health District and the Office of Emergency Preparedness and maintains current knowledge of public health emergency preparedness.

Participates with the Emergency Preparedness Director and other EP staff to accomplish the monthly, quarterly, and annual reports required by the Emergency Preparedness contract.

Attends statewide meetings or seminars as assigned

Attends internal and external educational programs and professional meetings as available and allowed for continuing professional education.

Prepare to respond to public health emergencies and respond, as directed.

Complete a personal emergency plan to ensure that your needs are taken care of in the event you are required to respond to an emergency.

Participate in emergency preparedness trainings, drills, and exercises, as directed.

In the event of a public health emergency, participate in the emergency response activities, as directed by the EP Director, EPS, or District Health Director

Participate in the district 24/7 on-call program. Be on-call during the assigned times each month.

Minimum Qualifications:

Bachelor's degree in a related field from an accredited college or university AND Two years of related experience
OR

Associate's degree in a related field from an accredited college or university AND Five years of experience, Two years of which in a position directly related to the area of assignment

OR

Two years of experience required at the lower level or position equivalent.

Note: Some positions may require a valid driver's license.

Preferred Qualifications:

  • Experience in public health program management, in areas such as emergency preparedness, emergency management or environmental health.
  • Experience teaching, training, or emergency communications.
  • Experience with all hazard planning and plans writing, specifically related to operationalizing planning documents on a federal, state, regional or local level.
  • Experience in the use of MS Word, Excel, Teams, and SharePoint computer application software.

Job Type: Full-time

Pay: $42,000.00 - $48,000.00 per year
