JOB SUMMARY:

The Environmental Scientist will utilize their knowledge to provide regulated waste program management support to the U.S. Army Garrison (USAG) Alaska Environmental Division, located on Fort Wainwright. This includes both administrative office duties as well as collecting, synthesizing and documenting data for characterization and profiling of regulated wastes. Assignments are deadline driven so individual must be able to set priorities, take ownership of projects, work efficiently and provide a consistent level of high quality in a high-pressure environment.

ESSENTIAL FUNCTIONS:

  • Serve as the team Subject Matter Expert on the Oil Pollution Act and applicable state prevention, preparedness and response regulations.
  • Review the applicability of revised Federal, state, and local regulations as well as Department of Army (DA) regulations, policies, and guidelines on USAG-Alaska petroleum storage and initial cleanup programs at federal facilities. Review and update petroleum program management plans including the Spill Prevention Control and Countermeasure (SPCC) plan.
  • Develop standard operating procedures (SOPs), fact sheets, and information papers to educate tenants on regulatory requirements pertaining to the management of petroleum product storage. Conduct related outreach and training to affected facilities and personnel.
  • Provide written reports detailing identified non-compliance issues to the appropriate USAG-Alaska Program Manager.
  • Conduct follow-on inspections for petroleum storage and cleanup actions with their associated corrective actions and provide written reports evaluating the implementation of identified corrective actions to the USAG-Alaska Program Manager.
  • Coordinate coverage and provide occasional support after hours or on weekends as part of team spill response duties.
  • Ability to inspect aboveground regulated tanks and make a determination regarding the classification of the tank including but not limited to if it is to be considered a RCRA waste tank.
  • Ensure compliance at material storage areas and track through written inspections.
  • Coordinate cross programmatic efforts with other compliance media program such as RCRA and Stormwater

KNOWLEDGE, SKILLS, & ABILITIES:

  • Knowledge of laws, legal codes, government regulations, executive orders, and agency rules governing environmental projects and programs, including RCRA, CERCLA, and TSCA.
  • Knowledge of the practical application of science and technology.
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Ability to use scientific rules and methods to solve problems and logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Ability to work in a team environment.

QUALIFICATIONS

  • Bachelor’s Degree in physical or environmental science, Master’s preferred
  • Minimum of five years of experience conducting environmental investigations with the demonstrated ability to plan and conduct environmental assessments of sites where hazardous and/or toxic waste may have been released from past operations.
  • Must meet ADEC’s definition of a Qualified Environmental Professional.
  • Hazardous Waste Operation and Emergency Response training, with 40-hour Hazardous Waste Operations & Emergency Response (HAZWOPER) certificate and current 8-hour refresher preferred.
  • Familiar with 18 AAC 75 (ADEC Oil and Hazardous Substances and Pollution Control Regulations), 18 AAC 78 (ADEC UST Regulations) and the ADEC 2019 Field Sampling Guidance Manual.
  • Experience in federal government projects highly desired.
  • A broad understanding of federal, state and local environmental regulations
  • Experience with Health and Safety functions is a plus.
  • STI Certified Tank Inspector is a plus.

At times, work is performed outside of the office at indoor and outdoor job sites. Adaptability regarding schedule and design changes, and occasional overtime for immediate field support or bid processing may be necessary.
