Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program as an executive-level policy expert.

The Executive FEMA Public Assistance Policy Advisor will play a key role supporting community recovery from Hurricane Ian. The ideal candidate has in-depth knowledge of all aspects of FEMA PA law, policy, and guidance, and has experience applying this knowledge to help state and local governments obtain and maintain the recovery funds to which they are entitled. This is a full-time position with a 50 percent hybrid travel minimum model requiring on-site presence supporting various Florida client locations.

In this role, the Executive FEMA Public Assistance Policy Advisor will:

  • Provide policy guidance to clients and internal project teams on nuanced, complex, and difficult FEMA PA eligibility questions.
  • Craft deliverables designed to analyze, justify, or recommend action on potential FEMA PA eligibility to advance client cost recovery.
  • Collaborate with senior leadership on escalated decision-making related to complicated polic guidance and operational project initiatives.
  • Identify and apply precedent from previous Major Disaster Declarations related to FEMA PA.
  • Support additional operational and management efforts as assigned.

In this role, candidates for the Executive FEMA Public Assistance Policy Advisor must have:

  • An expert- level understanding of the FEMA PA Program with the ability to provide advisory support on complex program eligibility questions, including escalated eligibility determination within government or in the private sector as a top-tier consultant.
  • Experience presenting to and working with senior government officials, including state and local emergency management directors, state and local elected officials, Federal Coordinating Officers and/or FEMA Regional leadership.
  • High competency in written communication, including the ability to create complex policy guidance documents. Candidates will be required to provide a writing sample on a relevant topic as part of the application process.
  • Strong communication skills, including the ability to develop effective written documents, such as position papers, letters and other correspondence to high-level officials, and appeals.
  • At least eight (8) years of experience in the FEMA PA Program, including previous experience interpreting FEMA PA policy, advising clients on complex eligibility issues, and articulating complex and nuanced policy positions in writing.
  • Basic awareness to intermediate level understanding of additional FEMA and United States (US) Department of Housing of Urban Development (HUD) funding streams, including the HUD Community Development Block Grant - Disaster Recovery program (CDBG-DR) and FEMA Hazard Mitigation Grant Program (HMGP).
  • A bachelor’s degree.

Candidates for the Executive FEMA Public Assistance Policy Advisor may also have:

  • Expertise advising clients and collaborating with experts in additional funding streams, such as FEMA Individual Assistance (IA), HUD CDBG-DR, and FEMA HMGP.
  • Private sector experience as a consultant supporting teams representing applicants or sub-applicants to FEMA during the application process in a PA eligibility policy advisory role.
  • Experience managing disaster recovery teams.
  • A master’s degree or higher in a discipline related to disaster recovery or emergency management.
