Responsibilities:
The Global Security (GS) organization manages and conducts a broad range of missions and activities in a diverse set of surface and subsurface facilities on the Nevada National Security Site (NNSS). The programs support national defense, counter-terrorism, and nuclear non-proliferation strategies and missions.

Key Responsibilities
  • The Facilities Operations organization, led by the Facilities Operations Manager, is responsible for the operations and maintenance of the GS facilities. This includes establishing and maintaining facility safety documents; approving and authorizing project activities; maintenance of facility equipment; compliance with applicable environment, safety, and health regulations, company directives, and safety basis requirements. The Facilities Operations Manager leads the operational staff assigned to each of the GS facilities, and reports to the Senior Director of Global Security.
  • The unique mission set for these facilities will require the Facilities Operations Manager to work with several programmatic and institutional sponsors and stakeholders to ensure the facility operational requirements are understood and financially supported. The diversity in missions and facilities demands a leader that has a proven track record of being able to lead teams of subject matter experts and operationally focused individuals to successfully achieve sponsor mission objectives.
  • Provide technical, functional, and operational leadership for approximately 15 facilities and 40 individuals that cover a variety of functional areas such as: facility management and maintenance, industrial hygiene, chemical safety, explosives safety, shipping and receiving, and technical writing.
  • Manages administrative, cost, schedule, and performance of all functions; evaluates critical issues/impacts, and determines corrective actions.
  • Coordinate with stakeholders to develop short-term operating plans and long-term strategic plans for each facility that identifies operational and sustainment requirements.
  • Coordinate with executing organizations to understand immediate mission needs: provide deconfliction of facilities and expert support that is compliant with policies and regulations and enables successful mission completion.
  • Develop coordinated long-range programs, plans, and budgets in accordance with company policies and objectives and coordinate functional capabilities through long-range planning so the program and other customers' present and future requirements are satisfied.
  • Assess GS facilities’ organization and implement strategic changes in roles, responsibilities, and facility alignment to improve safety and efficiency of operations.
  • Support project teams by ensuring all work scope falls within the approved facility authorizations and is executed safely and securely, following established processes and procedures.
  • Foster a culture that promotes professional development, safety and inclusion by: Promoting career development for facilities staff, orchestrating growth opportunities and ensuring task completion in a dynamic R&D environment. Establishing clear responsibility and accountability for carrying out requirements. Creating an environment where employees feel safe and empowered to raise and address and resolve issues. Inspire employees to succeed and mentor early career managers to provide management succession as needed.
  • Expertly communicate facilities operations requirements to MSTS company management, external customers and collaborators, as well as state and Federal compliance personnel.
  • Promote ‘organizational learning’ concepts and provides leadership that encourages continuous improvement in cost reductions and enhancements in the performance of NNSA, program/project, and other customers' missions.
  • Anticipate and assures risks inherent in facilities operations are identified, mitigated, or transferred.
  • Commitment to environmental safety and health: Demonstrate environment, safety, health, and quality leadership.Ensure facility personnel understand and implement applicable environment, safety, health, and quality requirements for the protection of all workers. Foster the concept of continuous improvement in safe operations. Initiate immediate action to address safety concerns or lapses in performance. Assure that all workers have the appropriate training, tools, equipment and attitude toward conducting operations in a disciplined and safe manner.
Qualifications:
  • Bachelor's degree or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience.
  • Minimum of 5 years of experience in multi-site facilities management preferred.
  • Demonstrated ability to implement Conduct of Operations requirements.
  • Demonstrated ability to develop budgets and integrated schedules for managing resources.
  • Demonstrated ability to build successful relationships across organizational boundaries.
  • Demonstrated ability to conduct business and technical briefings to senior level management and represent the company interests or issues of significance to customers and other stakeholders
  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) however some interaction will be at the Losee Facility in North Las Vegas.
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
  • Able to respond to facility and operational needs during off-normal work hours.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $173,555.20 - $282,027.20.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
