Reports to: HUB Manager

Status: Regular, 40 hours per week

Hiring Range:  $24.00-$26.00

RESPONSIBILITIES: Specific responsibilities of the Family Support Specialist HUB

include, but are not limited to:

Under general supervision of the Early Learning Director the Family Support Specialist works with families to support them in recognizing and building upon their family strengths and improving the conditions and quality of their family's life. They will work in accordance with ECEAP Program Standards. To be successful the Family Support Specialist must establish mutual respect and demonstrate acceptance of all types of family groupings and use materials that reflect non-traditional families.

  • Recruitment/Enrollment: Organizes and conducts ongoing recruitment to ensure full enrollment in the ECEAP site. Organizes and conducts enrollment activities, interviews parents to determine program eligibility, verifies income, and obtains necessary parent permission for ECEAP activities.
  • Data management: Maintains ELMS data in a timely and accurate manner. Will do the data reporting for enrollment, parent contact, medical and dental exams, and health screenings to meet deadlines and program standards.
  • Documentation: Maintains accurate records including enrollment information, family resource checklist, documentation of referrals made, follow-up and adult contact hours according to ECEAP program standards, Compiles and submits monthly activity report information and other required records in the ELMS system. Requests help in time and as needed to ensure deadlines are met.
  • Orientation: In collaboration with site staff, organizes and conducts parent orientations to ECEAP, including orienting parents to their rights and responsibilities in ECEAP and explaining relevant ECEAP policies and curriculum approaches.
  • Family Support/Home Visits: Assists families in recognizing their strengths and supports them in setting goals through the development of a Family Partnership Plan. Provides family support services at a minimum of three hours in three different sessions with each family individually. Partners with parents for the purpose of assisting with finding access to health care providers, obtaining exams, identifying obstacles to completing exams, and securing appropriate treatment and follow-up on referrals for children. Promotes parent and community partnerships in the ECEAP program through parent meetings, parent leadership, parent-professional development opportunities, newsletters, parent training, home visits, Policy Council, and other volunteer opportunities. Involve families in site leadership activities. Visits family homes as appropriate for the purpose of enrolling children in programs, interviewing parents, informing parents of the school and/or community resources, and providing child development and parenting information.
  • Health screenings: Collects health and nutrition information; develops individualized child health plans; provides or assists with providing health screenings, immunization verifications, and outside agency referrals for the purpose of promoting needed treatment and complying with program requirements; provides health, nutrition and oral health education to children and families advocating for the child's health needs; checks for safety hazards; and responsible for emergency preparedness practice and procedures.
  • Kindergarten Transitions: Works with families and site team to ensure smooth transitions for children and families between ECEAP and Kindergarten.
  • Family Events: In collaboration with site staff and families, plans and facilitates family events that respond to specific training interests and information requests. Works with the site team and parents to schedule family events at times that are convenient for families. Responsible for keeping a record of parent activity and event sign in and out sheets.

QUALIFICATION REQUIREMENTS:

  • Associate or higher degree with an equivalent of 30 college quarter credits of education, human development human services, family support, social work, early childhood education, child development, psychology, or another field directly related to their job responsibilities. These 30 credits may be included in the degree or in addition to the degree.
  • Experience providing social services to Children and Families
  • Knowledge of ECEAP or Head Start or working with a low-income population. Understanding of ECEAP philosophy, performance standards, and regulations preferred
  • Ability to communicate effectively both orally and in writing. Ability to juggle multiple tasks for multiple people and the ability to maintain professional and ethical boundaries with families, staff, and volunteers.
  • Work and interact effectively with colleagues, staff students, administrators, and others of various, cultural, and socioeconomic backgrounds, contributing to and fostering a climate of multicultural understanding and appreciation.
  • Experience using computer software for child assessment and tracking child growth and development; experience using Microsoft. Proven ability to accurately enter data into computer software.
  • Ability to manage time efficiently and demonstrate reliability. Excellent ability to organize and meet deadlines
  • Strong written, verbal, and interpersonal skills, as well as excellent external and internal customer service skills
  • Acceptance of the responsibility to promote the welfare and best interests of students and families always.
  • Ability to work flexible schedule, including evenings and weekends year-round.
  • Ability to pass a health examination, annual TB test, and criminal background check.
  • Ability to lift 50 lbs. occasionally. Physical dexterity to work with small children, i.e. stooping, kneeling, crouching, reaching, grasping, standing, lifting, walking, climbing, and running quickly. Work will be performed both inside and outside environments.
  • Bilingual ability (Somali/English)
