Position Summary

The Opportunity: Skagit Valley College (SVC) is accepting applications for a Fiscal Analyst 3. The Fiscal Analyst 3 is a full-time position at the SVC Business Office in Mount Vernon, Washington. The position is responsible for fiscal grant compliance and grant accounting across the college. This position inputs and monitors grant awards and budgets, develops procedures for effective monitoring of financial operations for all SVC grants and contracts and coordinates all reporting for grants with the appropriate Grant Administrators. This position acts as the lead to the Fiscal Specialist 1 – Grant Support Accountant position and reports to the Director of Business Services.

The Location: Skagit Valley College is on the traditional and unceded territories of the Coast Salish People’s, especially on Swinomish Indian Tribal Community, Upper Skagit Indian Tribe, Samish Indian Nation, Nooksack Indian Tribe and Sauk-Suiattle Indian Tribe. Located in a geographically diverse region between the dynamic metropolitan hubs of Seattle and Vancouver, BC, SVC is never far from world-class outdoor recreation, urban arts scenes, and local cultural events. Duties and Responsibilities

  • Review all college grants and contracts prior to award for fiscal legality and administrative requirements;
  • Oversight of all new grant proposals and awards entered into our fiscal management ERP system/Peoplesoft;
  • Prepare quarterly fiscal federal grant reports in a timely manner as required by federal granting agencies;
  • Responsible for federal grant funding draw downs for reimbursement;
  • Ensure the college is receiving allowable indirect cost revenues from all grants;
  • Responsible for creating and submitting the Indirect Cost Proposal to our federal granting agency every four years;
  • Input, revise and monitor grant and contract budgets and reconcile to grantor budget;
  • Perform all related grant accounting duties for our Federal Head Start grant, Job Corps, BFET and other larger college grants;
  • Regularly instruct and check the work of other departments administering grants to verify the grant meets all specific criteria included in the budget or plan;
  • Reconcile various grants and contracts, working directly with campus grant administrators and outside agency staff, requesting reimbursements, preparing monthly and year-end adjusting entries;
  • Represent the institution as the grant audit liaison on site visits, audits, or during formal conferences with grant funding agencies;
  • Lead the Fiscal Specialist 1 employees who will assist with grant accounting tasks; including scheduling, assigning tasks, and oversight of work;
  • Train college grant administrators/program managers on available budget analysis tracking tools and compliance;
  • Ensure college compliance with federal time and effort grant reporting and responsible for Time and Effort tracking;
  • Provide recommendations for computerized accounting system improvements, process improvements;
  • Other duties as assigned.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in Accounting, Business Administration, or closely related field which includes college-level accounting courses.
  • Lead Experience.
OR
  • A combination of education and experience which is equivalent to three (3) years of full-time experience as a professional working in a financial or budgetary role including experience with grants and contracts.
  • Experience working in higher education.

Desired Qualifications:
  • Experience with grants and contracts;
  • Experience in governmental accounting;
  • Experience in Washington State Higher Education;
  • Knowledge of Federal Regulations and Circulars;
  • Knowledge of Washington State Technical and Community College’s accounting systems and procedures.
  • Experience working in Peoplesoft Finance Module

Salary, Benefits, Conditions of Employment, Application Procedure

  • Salary is based on Range 50, Step A, $4,117 per month with periodic increments to $5,399 per month. Starting salary may be dependent on education, qualifications, and experience. Salary and benefits are subject to change in accordance with legislative mandates and collective bargaining agreements.
  • This position is eligible for overtime pay in accordance with the Fair Labor Standards Act and is dependent upon continued grant funding.
  • This is a union represented position subject to a collective bargaining agreement.
