Starting Salary: $35.710/hour - $74,277/year
40–hour work week



SUMMARY:

This is responsible supervisory and technical work involving the oversight of a small crew
performing automotive and heavy equipment repair and maintenance of a municipal fleet of over
500 units. These units include, but are not limited to: on-road/off-road heavy, medium, light duty
trucks, construction equipment, parks maintenance equipment and emergency response vehicles
such as police vehicles and fire trucks.

Work involves responsibility for making safe, timely and efficient repairs and performing
effective and timely preventative maintenance. Duties include supervising a crew of technicians
and the participation in operations. This position also has the responsibility for making difficult
decisions regarding the technical aspects of diagnosing problems, determining repairs needed
and performing the most difficult operations. This work requires that the employee have
considerable knowledge, skill and ability in automotive, construction diesel equipment and
hydraulic systems maintenance and repair.



SUPERVISION RECEIVED:

Works under the general supervision of the Fleet Supervisor.



ESSENTIAL FUNCTIONS:

Schedules, assigns, supervises and evaluates a small work crew of technicians in the repair and
maintenance of the Township's automobiles, heavy equipment and trucks.

Performs preventative maintenance and the most difficult repairs.

Provides detailed technical training in safe and efficient operations when working with or near
equipment.

Schedules and performs state inspections and emissions inspections on vehicles, determines
repairs and corrections needed and assigns or makes repairs.

Schedules repairs for vendor mechanics and orders parts.

Provides road service, as needed and checks accident damage to determine needed repairs.

Completes repair work orders using the Township’s fleet management system. Tracks all repairs
and maintenance assuring accurate records and reports on completed work assignments.

Manages a preventative maintenance schedule assuring safe, compliant vehicles and equipment
for Township use.

Coordinates activities of unit on a short-term basis to assure personnel, materials and equipment
necessary for the completion of projects and the attainment of objectives.

Manages the Lower Merion fuel system utilizing the Fuel Data System.

Manages Fleet Parts inventory.

Assists with emergency events through coordination of resources with Fleet Division. In this
capacity, the Crew Leader will provide support as needed for the Fleet Maintenance Division.
This may include working extended hours.

Performs related work as required.



QUALIFICATIONS:

A high school diploma, or the equivalent, preferably from a trade school, plus completion of an
apprenticeship in mechanical repair and five years of progressively responsible work in
automotive and heavy equipment maintenance and repair including at least two years in a
supervisory capacity.

Possession of valid Class A Commercial Driver's License (CDL A) free of air brake restriction.

Class 7 State Inspection License required.

Class 8 Enhanced Emission Inspection License required

Automotive air conditioning certification required.

Must obtain Under Ground Storage Tank Class A & B certification within one year of hire, or
within class restraints.

Must obtain Penn State Municipal Leadership Certification within class restraints.

A.S.E. Auto and Truck certifications preferred.

Must possess full set of automotive service tools.

Considerable ability to organize and maintain fleet repair facility including shop issued tools and
inventory.

Considerable knowledge of the practices and procedures involved in automotive and heavy
equipment repair and maintenance.

Considerable knowledge of diesel and hydraulic systems, control systems, electrical systems and
related municipal equipment such as plows, refuse packers and police cruisers.

Considerable knowledge of public administration principles and practices as applied to the
operation of assigned programs as applied to the work unit reporting and routine administrative
procedures.

Considerable skill in the use of mechanic's tools.

Considerable ability to establish and maintain effective working relationships with superiors, co-
workers, subordinates, vendors and the general public.

Good ability to communicate orally and in writing and to lead others in operational work groups.

Good ability to supervise others in a work unit and to motivate the work of individuals or groups.

Ability to be on call outside of normal working hours and to respond to emergencies.

Some ability to administer policies and procedures including scheduling, routine decision
making and the completion of forms and reports.

Good working knowledge of Microsoft Office software. Knowledge and skill to work with fleet
specific software programs.



PHYSICAL REQUIREMENTS:

Ability to sit for a minimum of 1 up to 8 hours, stand for a minimum of 2 up to 8 hours, walk for
a minimum of 2 up to 8 hours and drive for a minimum of 1 up to 8 hours per workday. In
severe weather conditions, ability to sit and drive for up to 16 hours.

Ability to bend, stoop, squat, crouch, kneel, crawl, lift and push/pull for up to 68% of the
workday in performing job functions.

Ability to climb, crawl and reach above shoulder level for up to 25% of the workday.

Ability to lift and carry up to 50 pounds of tools, equipment and materials for up to 68% of the
workday and lift and carry up to 100 pounds of tools, materials and equipment for up to 35% of
the workday.

Ability to use both feet for operation of foot controls of equipment.
