Longeviti LLC seeks a Foreign Disclosure Representative (FDR) to support the Defense Intelligence Agency (DIA) National Center for Medical Intelligence (NCMI) at Fort Detrick, MD.

At a minimum, the FDR contractor shall review FINTEL products, RFIs, briefings and collection requirements for compliance with national release policies, laws, and procedures for disclosure to foreign governments, international organizations, and coalition partners. The contractor shall follow the guidelines under which information sharing with the recipient is governed and apply the correct release markings and shall coordinate with product originators as necessary prior to release. Finished work will be reviewed for accuracy, effectiveness, and compliance with applicable instructions and guidance.

The Defense Intelligence Agency (DIA)/ National Center for Medical Intelligence (NCMI) prepares foundational baseline medical intelligence assessments on countries worldwide and produces intelligence products on infectious disease and health threats, pandemic warning, health hazards due to chemicals and radiation, military medical capabilities, medical science and technology developments, and medical countermeasures.

Performance Based Tasks Required for Foreign Disclosure Representative:
  • Conduct Foreign Disclosure Representative review of FINTEL products in accordance with National Disclosure Policy, DIA Directives, Policies, and Instructions to ensure classified information and controlled unclassified information is properly released to foreign governments or international organizations.
  • Conduct Foreign Disclosure Representative review of Requests for Information (RFIs) or other tasking from the NCMI Operations Center assigned to the NCMI Production Team in accordance with National Disclosure Policy, DIA Directives, Policies, and Instructions to ensure classified information and controlled unclassified information is properly released to foreign governments or international organizations.
  • Conduct Foreign Disclosure Representative review of collection requirements in accordance with National Disclosure Policy, DIA Directives, Policies, and Instructions to ensure classified information and controlled unclassified information is properly released to foreign governments or international organizations.
  • Conduct Foreign Disclosure Representative review of briefings in accordance with National Disclosure Policy, DIA Directives, Policies, and Instructions to ensure classified information and controlled unclassified information is properly released to foreign governments or international organizations.
  • Conduct Foreign Disclosure Representative review of ad-hoc requests assigned to the NCMI Production Team in accordance with National Disclosure Policy, DIA Directives, Policies, and Instructions to ensure classified information and controlled unclassified information is properly released to foreign governments or international organizations.
  • Perform post-exchange work by conducting Foreign Disclosure Representative review of briefings in accordance with National Disclosure Policy, DIA Directives, Policies, and Instructions to ensure classified information and controlled unclassified information is properly released to foreign governments or international organizations in accordance with policies and procedures for sharing exchange information.
  • Assist with creating and managing processing timelines to meet exchange deadlines. Communicate timeline/deadlines to analysts, attend prep exchange meetings, and assist with other exchange duties as requested by Production Manager or Senior FDO.
  • Contractor personnel shall provide a weekly status report. The weekly status report shall describe work accomplished, issues encountered, and how they were resolved.

Requirements:
  • Must currently hold, or be eligible for, Top Secret Clearance and pass a Counterintelligence Polygraph
  • Bachelor’s degree in a relevant field.
  • Three years of experience as a Foreign Disclosure Representative.
  • DIA or Intelligence experience highly preferred.
