THE POSITION


Washington County Developmental Disabilities Division under the Department of Health and Human Services is hiring a Foster Care Licensor/Certifier & Employment Liaison! The Division
The Washington County Developmental Disabilities Division supports the choices of individuals experiencing developmental and intellectual disabilities and their families within our community by promoting and providing services that are person-centered, flexible, inclusive, and supportive of the discovery and development of each individual's unique gifts, talents, and abilities. The Position
This position is an adult foster care licensor/children's foster care certifier and employment liaison for the division. As a licensor/certifier, you will be assisting the Oregon State Department of Human Services Licensing Unit in initial licensing or certification and renewal of licenses or certifications of local adult and children's foster care homes. This includes conducting assessments and reviews to ensure compliance with Oregon Administrative Rules (OARs) and providing ongoing coaching to the providers. As the employment liaison, you will be assisting the Developmental Disabilities Division in collaborating with the Vocational Rehabilitation Program and employment providers. This position may require traveling between multiple sites within Washington and neighboring counties.

This position is eligible for a hybrid work schedule including remote work 2-3 days/week.

What We Are Looking For
This position requires considerable written and verbal communication skills and the ability to work independently while remaining an active team member. They will also have the ability to lead, coach, collaborate, and connect with racially, ethnically, and socioeconomically diverse communities. Additionally, this position will require knowledge of the etiology and treatment of developmental disabilities and State regulations governing developmental disability services. Therefore, it will be essential to have demonstrated experience in working with administrative rules, caseload management (foster care experience preferred), assessment procedures, and employment, preferably in the intellectual and developmental disabilities field in Oregon. Additionally, we are looking for a candidate who possesses the following:

Experience with:
  • Developing and facilitating trainings;
  • Working within a County Developmental Disabilities Program or Brokerage;
  • Managing information using an electronic medical records system;
  • Collaborating with system partners and stakeholders; and
  • Working within and interpreting administrative rules and statutes.
Knowledge of:
  • County-delivered services and the foster care system;
  • Oregon Administrative Rules and Statutes for developmental disabilities services, especially related to foster care and employment services;
  • Medicaid waivers and Oregon Medicaid State Plan;
  • Policy and procedure development; and
  • eXPRS Payment and Reporting System.
Ability to:
  • Provide guidance and training to Foster Providers and Developmental Disabilities Division staff;
  • Be a collaborative partner with Developmental Disabilities system stakeholders;
  • Answer questions and provide support to the Developmental Disabilities Division and community regarding the foster care system and how to become a provider;
  • Recruit and train new foster providers; and
  • Work effectively with individuals with varying backgrounds and capabilities.

ESSENTIAL JOB DUTIES

MINIMUM QUALIFICATIONS

Education and Experience:


  • Bachelor's Degree in Social Services, Special Education, Psychology, or related field; AND three (3) years of work experience in a clinical field related to developmental disabilities; OR
  • An Associate's Degree in Social Services, Special Education, Psychology, or related field; AND five (5) years of work experience in a clinical field related to developmental disabilities.

Management, Administrative and Professional Personnel System (MAPPS) - FLSA exempt employees are paid on a salaried basis. The premise of salaried/exempt employment is that established compensation recognizes the time and effort needed to accomplish all assigned job duties. Job responsibilities may require work outside of the employee's standard work week or a work week in excess of 40 hours.

Regular and limited duration full-time employees working 30 hours or more per week and job share employees are eligible for benefits beginning on the first of the month following employment.
