A&F IT is a unit under the Executive Office for Administration & Finance (A&F) and is overseen by the A&F IT Secretariat Chief Information Officer (A&F SCIO). A&F IT is comprised of more than 200 employees working on IT systems and applications for 15 various A&F agencies. A&F IT oversees and provides all the IT application support for these agencies to ensure their IT operations are running effectively and efficiently.


One of the key agencies within A&F is the Department of Revenue (DOR). DOR’s Tax Administration Division, with the support of A&F IT, has recently deployed an integrated tax system called GeniSys. GeniSys is based on GenTax, a COTS product developed by Fast Enterprises.


A&F IT is hiring a developer to join the GeniSys team in the DOR IT Support Bureau. The developer will report to the Warehouse/Enforcement Team Lead within the GeniSys Development Team. The developer will not have any direct or indirect reports.


The developer will:

  • Design and develop code using VB.Net
  • Analyze code and component dependencies and develop in a configuration-based system
  • Work with SQL server databases
  • Understand process design and technical requirements documentation
  • Work both independently and within a project team to design, develop and deliver software solutions for new and existing functionality
  • Analyze and build data for test, triage defects to draw conclusions, define issues and make appropriate recommendations
  • Act as a reliable source for early feedback on new functionality and feature changes
  • Document work and knowledge transfer as required
  • Be flexible and adaptable in a fast-paced changing environment and manage changing priorities

This individual must have:

  • 4-5 years of software development experience using VB.Net (Required)
  • Proficient in SQL Server database development techniques (Required)
  • Proficient in Microsoft Office Suite (Excel, Word, PowerPoint) (Required)
  • Excellent analytical, problem-solving, and interpersonal skills (Required)
  • Strong oral and written communication skills with the ability to communicate at all levels of the organization (Required)
  • Superior organizational skills, self-driven with attention to detail and follow-through on tasks (Required)
  • Knowledge of Tax business processes (Recommended)

This position is assigned to A&F IT’s DOR IT Support Bureau, located at 200 Arlington Street in Chelsea, Massachusetts. This individual will work on site and remotely (as approved by their supervisor).


An external candidate recommended for a position with The Office of Administration and Finance IT, will be subject to a background check that includes checks for: state and federal tax compliance; child support compliance; education verification; Massachusetts CORI checks; criminal background checks in state(s) of current and previous residence/employment; validation of eligibility to work in the United States; and national fingerprint-based criminal background checks.
