GIS Administrator Job at City of Mount Vernon
Under general supervision, the GIS Manager oversees and participates in planning, system design, development, staff coordination, operation, and maintenance of GIS data collection and application related activities.

Essential duties and responsibilities may include, but are not limited to, the following:
- Conducts needs assessments and strategic planning to support long-term goals; prepares GIS program budget recommendations; researches and recommends GIS purchases to improve and support organizational goals.
- Develops GIS datasets and tools to support various City projects and initiatives; assists City staff with using GIS systems and tools.
- Facilitates GIS system integration; coordinates with end users to integrate GIS solutions with permitting, asset management, emergency response, and utility management software; completes system, programming, and scheduling updates as needed; provides regular updates for 911 systems.
- Assesses the quality of existing databases; implements solutions to improve the accuracy and completeness of datasets; coordinates the publishing of datasets and supporting documentation; performs spatial analysis.
- Serves as point of contact for GIS related matters for City staff, outside agencies, and the public; testifies in court as required; provides emergency management support.
- Assigns new addresses within the City; identifies and resolves addressing errors; manages address centerlines and address point datasets.
- Writes, schedules, and initiates scripts to automate repetitive processes and decrease GIS staff labor.
- Supervises and trains GIS staff; prioritizes and assigns tasks; responds to project and task related questions; leads daily meetings; conducts and participates in regular training sessions.
- Performs related duties as assigned.
Education, Training, and Experience Guidelines
Bachelor’s degree in GIS, Engineering, or related field AND five (5) years of progressively responsible experience using and maintaining GIS databases and software systems; OR an equivalent combination of education, training, and experience.
LICENSE AND CERTIFICATION REQUIREMENTSMust possess a Geographic Information Services Professional (GISP) certification.
A valid State driver’s license may be required.
Knowledge of:
- Applicable local, State, and Federal laws, codes, regulations, and ordinances.
- General office policies, procedures, and equipment.
- Customer service principles, practices, and etiquette.
- Records maintenance and retention policies and procedures.
- Project management principles, practices, and methods.
- Mapping and GIS software, tools, and applications.
- Utility systems including fiber optics and water, storm, and sewer systems.
- Supervisory principles and practices.
- Digitizing and data manipulation procedures for geographic information systems.
- GIS analysis and design principle and practices.
Skill in:
- Completing accurate mathematic calculations.
- Providing effective supervision, leadership, and direction to assigned staff.
- Designing, maintaining, and updating databases.
- Planning, organizing, integrating, and maintaining a comprehensive GIS program with long range GIS system goals.
- Maintaining accurate records and filing systems.
- Interacting tactfully and professionally with City staff, outside agencies, and the public.
- Organizing and prioritizing tasks to meet deadlines.
- Completing multiple tasks simultaneously.
- Typing and entering data with speed and accuracy.
- Preparing clear and concise communications, reports, and technical documents.
- Analyzing complex issues and implementing appropriate responses.
- Establishing and maintaining cooperative working relationships.
- Communicating effectively verbally and in writing.
