This position will cover the West African (AF West) region and cover Algeria, Angola, Benin, Burkina Faso, Cameroon, Cape Verde, Chad, Congo (Republic of), Congo (Democratic Republic of), Cote d’Ivoire, Equatorial Guinea, Eritrea, Gabon, Gambia, Ghana, Guinea, Liberia, Mali, Mauritania, Morocco, Niger, Nigeria, Senegal, Sierra Leone, Sudan, Togo, and Tunisa. SUMMARY

The U.S. Department of State’s Global Community Liaison Office (GCLO) has an immediate requirement for a part-time 20 hours per week contractor to provide the program management support services defined by this document. This vacancy announcement is open to all interested candidates.

Regional GEAs are responsible for providing a variety of client services to assist spouses, members of household, and family members of direct-hire U.S. government employees serving overseas under Chief of Mission. Services are delivered in person and remotely through individual coaching, presentations (briefings, webinars, workshops), publications, and virtually via telephone/video meetings. This position will cover the West African (AF West) region and cover Algeria, Angola, Benin, Burkina Faso, Cameroon, Cape Verde, Chad, Congo (Republic of), Congo (Democratic Republic of), Cote d’Ivoire, Equatorial Guinea, Eritrea, Gabon, Gambia, Ghana, Guinea, Liberia, Mali, Mauritania, Morocco, Niger, Nigeria, Senegal, Sierra Leone, Sudan, Togo, and Tunisa.

Applicants must be physically present and reside in Africa . Please note that the regional area of coverage is subject to change based on the needs of the Program.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide individual client counseling personally and/or through electronic communication to assist family members in the job search process. Be aware of, and sensitive to, the employment issues facing foreign service family members in a mobile lifestyle. Provide feedback and advice on ways to improve their marketability through delivery of workshops or webinars addressing issues such as resume writing, job goal definition, networking, interviewing skills, and drafting acceptable cover letters. Jointly develop a client marketing plan and support client skills assessment and professional development.
  • Provide coaching on informational interviewing and networking.
  • Provide information in accordance with current Department policy and support on teleworking, home-based entrepreneurship and portable career options, strategic volunteering, and continuing education.
  • Maintain regular communication with clients to provide encouragement and for tracking purposes.
  • Brief incoming family members posted to or bidding on posts in their region on employment in country on the local economy.
  • Build relationships with the foreign affairs community, embassy contacts, Community Liaison Office (CLO), and family members, and promote GEI services. Currently, the GEI program permits remote work only. Travel to posts may resume at a future date, subject to program needs and funding.
  • C ommunicate regularly with Human Resources Officers (HROs) and CLOs regarding availability of jobs within the mission and refer clients to the HRO for information and requirements of local labor law and the work permit process.
  • Coordinate and work with CLOs to maximize communication with family members through electronic communication, social media, webinars, orientation programs, and social activities as appropriate.
  • Produce, edit, or update GCLO employment publications/resources as requested.
  • Prepare monthly and other reports, as required.
  • Continuously develop, build, and maintain a regional network of contacts with post management personnel. May also include the American Chamber of Commerce, other members of the U.S. diplomatic community such as U.S. economic and public affairs sections and the U.S. Foreign Commercial Service.

EDUCATON AND EXPERIENCE

  • High School Diploma or equivalent.
  • Three years living and working overseas;
  • Demonstrated experience in HR, job coaching, customer service, client recruitment and/or Inside the Mission employment knowledge;
  • Fluency in English, both written and verbal;
  • Experience with Microsoft Office programs including, Excel, PowerPoint, Word and Outlook, experience using social media and online platforms and ability to conduct online research;
  • Experience delivering presentations to large groups.

KNOWLEDGE, SKILLS, AND ABILITIES

  • This position must be able to obtain a Moderate Risk - Public Trust Clearance, however, not required to apply.
  • Successfully pass a federal background check
  • Knowledge of working on the local economy as an expatriate and ability to coach clients concerning employment options and career guidance;
  • Knowledge of federal hiring practices and non-competitive eligibility;
  • Familiarity with non-governmental and private sector employment, and local and international employment trends, practices, and organizational structures.
  • Counseling/life coaching experience;
  • Excellent written and spoken communication ability;
  • Ability to present information clearly in individual, group, and virtual (webinar) settings;
  • Experience designing and delivering training workshops;
  • Ability to develop and maintain a network of contacts;
  • Skill in writing cover letters and resumes using currently accepted formats;
  • Ability to empathize and provide thoughtful support to people from a variety of backgrounds and experiences;
  • Ability to be a team player and develop strong working relationships with GCLO, the GEI team, clients, and other contacts;
  • Ability to use spreadsheets and create presentations, flyers and handouts;
  • Ability to research job opportunities and contacts through the internet and LinkedIn;
  • Excellent customer service and problem-solving skills;
  • Ability to market the GEI program to Mission family members and potential employers and to develop and maintain a contact database.
