Position Summary
Witt O'Brien's is seeking an innovative, motivated, and talented Hazard Mitigation Specialist to join our team. The ideal candidate will be able to showcase their technical expertise and project delivery skills in the Hazard Mitigation arena and ensure quality product delivery to our clients through programs like FEMA 406, HMGP, BRIC, FMA, and PDM as well as CDBG-MIT. The Hazard Mitigation Specialist may travel to disaster-impacted areas to support Witt O'Brien's clients in the delivery of trans- and post-recovery assistance.
The Hazard Mitigation Specialist is responsible for: providing clients strategic advice regarding developing, analyzing, and preparing mitigation recommendations utilizing mitigation funding sources that promote resiliency. The position will include, but is not limited to, the identification, development, and review of technical federal applications for structural mitigation projects such as flood proofing structures, elevation of flood prone structures, soil stabilization, storm water management, and other flood control projects. You will position and develop hazard mitigation projects and review grant and subgrant applications to maximize mitigation participation and funding.
Other responsibilities include development of hazard mitigation plans that are compliant with FEMA Section 201. Mitigation planning tasks include conducting stakeholder engagement meetings and interviews to collect data, assisting with plan research and data collection / management, and assisting with hazard vulnerability and risk assessment and mitigation strategy technical writing.

  • Travel: Client Dependent – Approx. 15%
Essential Job Functions
  • Provides client-facing technical consulting on program policy and procedures
  • Manages projects, as needed, using company standard project management principles
  • Reviews projects to identify and develop hazard mitigation projects
  • Performs visits to site inspections to identify possible mitigation measures
  • Provides guidance on the FEMA Sections 404, 406, BRIC, FMA, and PDM Hazard Mitigation Programs as well as the HUD CDBG-MIT program
  • Assists with development and review of benefit cost analysis
  • Advises on grant and subgrant applications to maximize mitigation participation and funding
  • Excellent customer service skill set, ability to listen and facilitate work through completion
  • Provide guidance on FEMA Section 201 mitigation planning requirements
  • Stakeholder engagement and interviews to collect data
  • Assist with plan research and data collection / management
  • Assist with mitigation plan technical writing
  • Travel for projects as needed
  • Assist with technical approach proposal writing
  • Other duties as assigned
Minimum Job Requirements
  • Bachelor’s degree and 2+ years of experience
  • Experience in mitigation at FEMA, State, Local Level, or private consulting
  • Knowledge of Federal and State Mitigation programs and initiatives, including HMGP, BRIC, FMA, and CDBG-MIT
  • Knowledge and experience with engineering principles and practices as they relate to HM programs
  • Excellent oral and written communication skills
  • Ability to prioritize and handle multiple projects in a changing work environment
  • Ability to work independently and / or on a team
  • Strong organizational and research skills
  • Comfortable interacting with clients and client stakeholders
  • Proficient computer skills: including MS Teams, MS Word, MS Excel, PowerPoint, Adobe Acrobat
Preferred Job Requirements
  • Benefit Cost Analysis experience
  • GIS and HAZUS-MH skills are ideal but not required
  • Experience with Hazard Mitigation Planning or equivalent
  • Experience with FEMA Mitigation Programs or equivalent
