Health IT Coordinator - MaineCare

The Health Information Technology (HIT) Coordinator for the Office of MaineCare Services (OMS) located in the Maine Department of Health and Human Services (DHHS) is responsible for ensuring that our HIT systems advance OMS strategic priorities including:
  • Strengthening our technology, systems, and skills to maximize data-driven decisions;
  • Ensuring MaineCare payment, benefits, and initiatives incent high-value services that address members’ social health needs;
  • Expanding access to equitable, member-centered care;
  • Establishing a culture of compliance and maximizing federal opportunities to promote long-term financial sustainability; and
  • Improving the consumer and provider experience through meaningful data integration and minimized reporting burden in support the broader goals above.
This position will foster relationships and collaboration between various DHHS offices and external partners in support of the Department’s HIT goals and coordinate the implementation of OMS’ long-term and multi-sector HIT policies and operations in the State Medicaid HIT Plan (SMHP). This person will lead OMS’s efforts to design and implement various aspects of HIT to support a value-based, transformed health care system and to use data to drive improvement across multiple OMS programs.

This position will be located with the OMS Delivery System Reform Unit (DSRU) and report to the DSRU director. The DSRU collaborates with internal and external stakeholders to incorporate clinical, social, fiscal, and operational considerations into the design and implementation of new MaineCare initiatives that seek to improve outcomes through changes to health care operations, delivery, and/or payment models. This team focuses on the design and implementation stages of large and small initiatives and works collaboratively with other MaineCare units to ultimately transition these initiatives into our ongoing operations.

Key Responsibilities:
  • Oversee the development and submission of Medicaid planning funding documents such as the SMHP, Advanced Planning Documents (APD) and Operational Planning Documents (OPD) for HIT/Health Information Exchange (HIE) activities.
  • Contribute to the alignment of HIT policies and initiatives between OMS and other DHHS agencies
  • Assess and advise on Federal and state rules and regulations that relate to HIT/HIE efforts; determine how they impact the state’s efforts to achieve delivery system transformation, identify alignment or compliance needs, and identify areas that require stakeholder education.
  • Work across OMS, including with the OMS Data Analytics Unit, to establish, refine, and implement policies and procedures that facilitate data-driven decision-making and enable OMS to analyze outcomes, evaluate programs, and make changes as applicable.
  • Represent OMS in workgroups, committees, and other forums related to HIT.
  • Identify and advise on federal funding opportunities and support requests for federal funding in conjunction with HIT partners and OMS colleagues, for projects including, but not limited to, projects under the Medicaid Enterprise System such as data governance, analytics capabilities, and interoperability.
  • Support ongoing work to address privacy, confidentiality and security related to HIT/HIE initiatives.
  • Engage in contract and vendor management for new and ongoing HIT initiatives, including drafting Requests for Proposal and contract language and overseeing vendors to ensure contract deliverables are met on time and within budget.
  • Assess and advise on opportunities to advance interagency collaboration, integration, interoperability, efficiency, and cost savings through meaningful data sharing, systems alignment and/or consolidation of state databases including the Prescription Drug Management Program, Medicaid Management Information Systems, All-Payer Claims Database, HIE and others to support OMS initiatives.
  • Actively participate in educational and collaborative forums to develop or maintain subject matter expertise in the area of HIT.
Knowledge, Skills, and Abilities: A successful candidate will possess:
  • Ability to communicate with and facilitate collaboration across internal and external stakeholders, including those working in information technology, health systems, and public health
  • Understanding of federal, state, and community organizations involved in fields of health care delivery, public health, health insurance
  • Experience and understanding incorporating quality improvement and health equity principles in projects and programs
  • Experience with contract and vendor management, with a focus on accountability for outcomes
  • Proven track record in project management and program implementation
  • Strong interpersonal and communications skills
  • Strong oral and written communication skills for multiple audiences and using a variety of modalities
  • Ability to analyze, evaluate, and interpret data to inform decision-making
  • Ability to be flexible and accomplish other duties as required
  • Bachelor’s degree required
Direct experience with IT/HIT projects is not required, though a candidate must have the ability to learn about and work with individuals in this sector.
