Overview:
Under the supervision of the Outreach and Enrollment Program Manager, the Certified Enrollment Counselor (Healthcare Enrollment Specialist) provides assistance, information, and support to new and established patients and other community members with a variety of programs, public benefits, and services. As part of the enrollment team, the Enrollment Counselor is responsible for the enrollment of patients into community, state and county programs.

Prepares and submits required eligibility information for all patients, advocates and refers to other programs. Maintains statistical records, attends meetings and disseminates information to staff.

The Certified Enrollment Counselor provides community outreach, screening and enrollment at various local events and festivals in Marin County.

Must be willing to complete Covered California Enrollment Counselor certification within 12 months of employment. (Funded/paid by Marin Community Clinics
).
Bilingual Spanish is required for this role.

Covid-19 Vaccination and Boosters Requirements: All employees are required to be fully vaccinated for COVID-19, including "health-care" required boosters as a condition of employment, subject to limited exemptions. New employees are required to provide proof of being fully vaccinated for COVID-19 and boosted before the first day of employment. If you completed your primary series, received an original booster and it has been more than 2 months from that booster dose - it is recommended, but not required that you receive the Bivalent booster.
Responsibilities:
  • Interviews and screens new and established patients to determine eligibility for health insurances and other programs including Medi-Cal, Covered California, CalFresh, CMSP, Path To Health
  • Provides culturally and linguistically appropriate health insurance and social service enrollment/application assistance for demographically diverse patient populations.
  • Responsible for tracking and reporting all required data for enrollment and outreach efforts
  • Advocates for patients with County and State Social Service agencies by helping file appeals and other actions.
  • Conducts outreach calls to new Medi-Cal members assigned to MCC to register them and get them into care.
  • Takes all classes and test to become a Certified Enrollment Counselor
  • Attends all eligibility related meetings/ trainings and shares the information when appropriate with clinic personnel.
  • Utilizes NextGen and electronic systems to enter patient information and research history
  • Coordinates with MCC internal staff, and other organizations to resolve patient problems/barriers, addressing basic needs, social determinants of health, and other economic factors. Provides advocacy, support in negotiating/coordinating with service agencies/organizations
  • Works closely with MCC staff to identify patients who need enrollment support.
  • Provides assistance and support to individuals and families during transition periods.
  • Works with the Referral Navigators to identify uninsured patients who are in need of specialty care and need to apply for charity care at hospitals or other healthcare facilities. Assists patients to fill out the charity care applications and provides any follow-up needed.
  • Maintains good working relationships with community partners by working as a liaison with other agencies and the community.
  • Provides services in appropriate internal and external community forums (community events to discuss insurance enrollment, etc.)
  • Complete 40+ enrollments a month (Medi-Cal, Covered CA, CalFresh, Path to Health)
  • Other duties as assigned by supervisor.
  • Assist newly assigned MCC Partnership patients with establishing care with a Primary Care Provider
  • Performs other duties and projects as assigned.
Qualifications:
  • High School diploma or equivalent (GED) is required.
  • Prior experience with Electronic Health Records (Epic) highly desired.
  • Requires graduation from college and the possession of a Bachelor’s degree in Social Services/work or related field, or 2 years of experience in a community-based organization setting (e.g. health center, etc.).
  • Ability to speak, read, and writes in English and Spanish.
  • Bilingual Spanish is required.
  • Ability to complete training and certification requirements(to be completed within 12 months of employment – Paid by MCC)
  • Covered California Enrollment Counselor certification
  • Patient/Health Navigation training and certification (funded by MCC).
  • Project coordination experience desired.
  • Ability to work independently and exercise good judgment with appropriate supervision.
  • Ability to maintain strict confidentiality regarding patient information.
  • Ability to understand complex concepts and convey them in a manner that is easily understood by layperson.
  • Ability to manage and prioritize communications from multiple staff, organizations, patients, etc., at the same time.
  • Ability to organize and review large amounts of data in an organized and efficient manner.
  • Ability to proofread, correct and review forms and data for scanning and/or entry.
  • Knowledge of Electronic Health Records and Electronic Practice Management Systems preferred.
  • Basic knowledge of Microsoft Office software required: Outlook, Word, and Excel.
  • Ability to work independently and work positively as a collaborative team member.
  • Ability to represent clinic in professional manner and handle patient issues with sensitivity and confidentiality.
  • Ability to meet deadlines and manage changing priorities.
  • Excellent oral and written communications skills.
