Scope

The Conservation team helps low-income residents achieve an affordable water bill and helps ensure households have access to a functioning plumbing system. As part of Wayne Metro’s Healthy Homes initiative, the team seeks to make homes safe, healthy, and comfortable environments where residents can learn, grow, and thrive. Home Assessment Specialist provide in home water audits and education workshops to meet these goals. Home Assessment Specialist work closely with residents in their own homes, finding the cause of high water bills and helping residents understand and assess their plumbing system, water bills, and usage. Home Assessment Specialists help determine repair needs and work with residents, contractors, and program partners to make the home healthier and more affordable to maintain.

Essential Functions

  • Perform in home water conservation audits and water conservation workshops.
  • Determine the cause of a high-water bill and work with residents to lower the water bill
  • Provide education on how to read and understand water bills, practices to lower water bills, how to maintain a home’s plumbing system, etc.
  • Assess the condition and function of the home’s plumbing and other systems
  • Create work orders for contractors and ensure necessary repairs are made
  • Install basic water saving measures such as high efficiency showerhead and make minor plumbing repairs if required
  • Assist with program coordination by scheduling and confirming audits, tracking inventory, ordering supplies, and other administrative tasks
  • Assist management with achieving monthly and annual program goals.
  • From time to time, support other various Community Development programs such as weatherization, home repair, and energy efficiency assistance.
  • Interact with agency clients in a professional manner, assess client needs through interviews and questionnaires, set client expectations and responsibilities, serve as liaison between clients and contractors, make appropriate referrals, and exemplify agency commitment to servicing low-income clients.
  • Work closely with agency staff to share information gathered regarding services available for low-income persons, the means through which to access those services, and contacts which may be helpful to ensure all agency clients are well served.
  • Perform work in a professional manner that upholds Wayne Metro’s policies and procedures.
  • Maintain a positive attitude towards assigned work, clients, and staff, and a willingness to work with others.
  • Other duties as assigned.

Physical Requirements and Work Environment

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed inside and/or outside an office. The employee is frequently required to climb, bend, lift, stoop, kneel, crouch, crawl and walk. Work exposed to a variety of weather conditions and outdoor elements.

Minimum Qualifications:

  • Associate’s degree or a combination of education and experience which is similarly appropriate.
  • Minimum of two to three years of experience.
  • Ability to conduct physical/visual inspections as part of a Water Conservation audit, including but not limited to: collecting building measurements, identifying health and safety deficiencies, and assessing plumbing systems, and appliance information.

Minimum Competencies:

  • Working knowledge of basic internet applications and programs including Google technology and Microsoft Office.
  • The ability to learn and utilize the necessary programs for this position including mobile applications.
  • The ability to be trained on specific functions of this position.
  • Ability to communicate effectively both orally and in written form.
  • Ability to adapt to different demands; negotiate stressful situations; and work independently with a minimum of supervision.
  • Good interpersonal and professional skills including but not limited to professional appearance, tact, punctuality, and dependability.
  • Ability to provide services for those persons facing economic, social, health, age, and educational barriers.
  • Ability to work independently or in a team environment (as deemed necessary).
  • Perform work in a manner that upholds Wayne Metro policies and procedures.

Travel Requirements:

  • Ability to travel to various sites.

Licensing and Other Requirements:

  • Valid driver's license and reliable transportation.
  • Must be COVID-19 vaccinated, or partially, with the ability to complete within 30-days of employment. Circumstances preventing vaccination, and corresponding accommodations will be reviewed and considered.

Work Hours:

Work schedule is Monday – Friday, with specific hours (and occasional Saturdays) to be determined by department needs.
