This position qualifies for teleworking on a part-time basis as part of a State Teleworking Pilot Program. Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer’s sole discretion.

This position provides data-driven consultation, analysis, and recommendations to program managers throughout the NC Dept. of Adult Correction (DAC). This information and data will assist departmental leaders in better utilizing and deploying our most valuable resource – our employees. This position provides workforce metrics, reports, and analysis to broaden executive leadership and management’s understanding of the workforce and to inform their decision-making. This position goes beyond structuring data and descriptive reporting to produce highly analytic, actionable assessments, as well as apply data visualization methodologies and software. This position is expected to develop the analytics/metrics program such that department leaders have an established database of HR information useful in responding to questions and concerns.

Job responsibilities include:

  • Supervising one employee (this may expand in the future).
  • Creating considerable process improvement opportunities.
  • Innovating and determining the pathway for an HR Data Analytics program.
  • Making technological, statistical, and data analytics decisions to make the HR Data Analytics program a success.
  • Playing a critical role in strengthening HR’s strategic business partnerships by collaborating with customers and serving as workforce analytics and strategy experts.
  • Providing ad hoc HR data reports and analysis upon request from managers, the DAC Communications Office, and executive management.
  • Utilizing statewide data sources as well as DAC-specific sources to anticipate needs and initiate projects to identify, understand, and develop recommendations.
  • Working across all HR program areas to consult with management and staff to identify issues, determine accurate data sources, assimilate data, analyze data for identifiable weaknesses/trends, and recommend solutions to HR program members as well as department managers.
  • Consulting with and training HR work units so they can fulfill their own data analysis needs.
  • Utilizing skills in verbal and written communications.
  • Managing multiple priorities to meet customer expectations.

This is a full-time position (40 hours per week) with State Benefitsincluding retirement, health insurance, vacation leave, sick leave, and paid holidays. The dynamic nature of working for DAC means that this position may be called upon in a crisis to provide information in order to respond.

About the NC Dept. of Adult Correction (DAC):
The Dept. of Adult Correction is responsible for the care, custody, and supervision of all adults sentenced after conviction for violating North Carolina laws. This department includes State Prisons with custody, healthcare, and facility operations staff as well as the division of Community Supervision. Other divisions include Administration, Compliance & Accreditation, Comprehensive Health Services, Internal Affairs & Intelligence Operations, Post-Release Supervision & Parole Commission, and Rehabilitation & Reentry.

About the DAC Central HR Office:

The Central HR office provides comprehensive human resource services to the 14,000 employees within the department in areas of policy administration, employee relations, training/staff development, organizational development, records management, performance management, classification/compensation, salary administration, recruitment, benefits management, operational support, and other programs.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Knowledge of Human Resources policies, practices, and/or procedures.
  • Knowledge of HR Information Systems (HRIS) processes, data, and/or reporting.
  • Experience in providing consultation.
  • Experience in analyzing data to develop recommendations.
  • Experience in designing process improvements.

Management Preferences:

  • Experience with data analysis and reporting in North Carolina's Integrated HR-Payroll System (formerly known as BEACON)
  • Experience with PowerBI, creating and automating workflow, and Smartsheet or similar project management tools.

Minimum Education and Experience Requirements

Bachelor's degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment; or an equivalent combination of training and experience.
