TxDOT Human Resources Division is searching for talented HR Generalists II or III to work out of our Pharr District. The HR Generalist II position will have responsibility for managing job requisitions, FMLA, benefit administration, and Wellness Program. The HR Generalist III position will have responsibility for employee relations, solving complex HR issues, presentations, and providing subject matter expert recommendations.

In the HR Generalist roles, you will interact with employees and work as a team with your lead, and other HR Generalists. Generalists have the opportunity to participate in various projects and pilot programs. Subject Matter Experts, leads, fellow HR Generalists, and your Field Manager help ensure your success. Starting Annual Salary Range:

HR Generalist II, B20- $45,000.00 - $65,000.00

HR Generalist III, B22- $50,000.00 - $75,000.00

  • The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level and all other appropriate factors, and based on business needs.

Position Description


Performs highly complex human resources-related work in the Pharr district for the Human Resources Division. Responsible for one or more human resources program(s). Work requires reviewing, preparing, and maintaining confidential information. Work requires contact with management, employees, retirees, health care providers, and state and federal agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Enters, maintains, and coordinates data such as applicant, salary, and benefits transactions using a Human Resources Information Management System (PeopleSoft).
  • Participates in hiring program activities, including, but not limited to managing job openings, screening employment applications, assisting in interviewing, and facilitating the hiring process.
  • Coordinates and conducts employee forums, new employee orientation, annual enrollment, or human resources-related meetings.
  • Prepares, reviews, responds to, and monitors correspondence, reports, forms, and transactions.
  • Drives to offices to perform training and other HR functions.
  • Participates in quality review activities for human resources programs.
  • Represents the Department at job and benefits fairs and internal and external committees.
  • Responds to inquiries and complaints regarding human resources policies and procedures.
  • Keeps abreast of applicable rules, regulations, policies and procedures.
  • Processes requests for information under the Public Information Act or served court subpoenas.
  • Performs other job responsibilities as assigned.

In addition to the essential duties listed above, the HR Generalist III:

  • Enters, maintains, coordinates, and audits data such as applicant, salary, and benefits transactions using a Human Resources Information Management System (PeopleSoft).
  • Plans and coordinates meetings and projects that have district wide impact.
  • Coordinates hiring program activities including, but not limited to monitoring and managing job openings, screening employment applications, interviewing, and facilitating the hiring process.
  • Develops staff and provides human resources training.
  • Plans, evaluates, and implements human resources policies, procedures and programs.
  • Conducts quality reviews of human resources programs.
  • Researches and analyzes sensitive and controversial information in response to Department management requests.
  • Serves as a subject matter expert to other human resources professionals.
  • Review and manage routine and complex medical related employee needs, including Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA).
  • Keeps abreast of applicable rules, regulations, policies and procedures.
  • Provides guidance to management on sensitive issues in areas, such as substance abuse, employee discipline, violence prevention, and reasonable accommodations under the Americans with Disabilities Act.
  • Drives to offices to perform training and other HR functions.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience:

HR Generalist II- 3 years human resources experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.

HR Generalist III- 4 years human resources experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver’s license at time of hire. This position requires driving a state vehicle.


Preferred Qualifications:

  • Human Resources Certification- PHR/SPHR or SHRM-CP/SHRM-SCP
  • Experience managing FMLA and ADA
  • Strong organizational and time management skills
  • Ability to meet deadlines

  • Prioritize and organize work assignments independently in order to meet customer expectations and deadlines.
  • Apply critical thinking skills; exercise logic and reasoning to define problems, establish facts and draw valid conclusions. This position is responsible for providing guidance that mitigates risk and supports business objectives and goals.
  • Research, analyze and interpret policies and state and federal laws and regulations relating to federal and state HR related legislation, and TxDOT specific policy and procedure.
  • Prepare and maintain confidential and sensitive records, files and report.
  • Base knowledge of: Human resources management best practices. Federal and state laws, regulations, and guidelines governing the human resources field.
  • Using computers and experience utilizing an HRIS and recruiting software. TxDOT utilizes Oracle PeopleSoft, Taleo, and Microsoft Office products, including MS Outlook and MS Teams.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools.
  • Sitting - prolonged periods of time.
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers.
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
