Job Summary

The HSE Representative will provide assistance with the implementation of a prevention-focused health, safety and environmental (HSE) program, in his/her assigned geographical region. This position will influence behavior and inspire commitment on the part of all personnel, in complying with the Company’s safety/environmental standards and maintaining a safe work environment. This will include conducting training and coaching of employees on observed work habits, in support of this effort.

Responsibilities

  • Ensure consistent adherence to, and execution of, Company safety and environmental standards.
  • Establish and maintain accurate department records and metrics updates.
  • Manage comprehensive Health, Safety, Security and Environmental recordkeeping and information management systems. Review records for accuracy and completeness.
  • Ensure the on-going implementation of corporate Operations, Maintenance, Emergency, Health, Safety and Security Policies and Procedures.
  • Coordinate and lead regulatory compliance activities with the following agencies: Department of Transportation (DOT), Occupational Health & Safety Administration (OSHA), Public Utilities Commission (PUC), Railroad Commission (RRC), TCEQ, DSHS, NDIC, EPA, USCG, TSA, State Labor and others as may be necessary. Communicate regularly with Field Operations management and personnel in order to ensure successful integration of regulatory programs.
  • Lead regulatory compliance inspections performed by Federal, State, other agencies and our customer base, and respond to inquiries regarding compliance issues.
  • Oversee injury and incident prevention programs.
  • Manage incident investigations and reporting, including root cause analysis, development of corrective action strategies, maintaining statistical information, recommending program revisions as appropriate and issue required reports to Management.
  • Conduct facility visits and inspections, as needed.
  • Coordinate and act as subject matter expert for monthly Safety Committee meetings.
  • Oversee the administration of PREP/Emergency Response drills and exercises, assist with the development and facilitation of response team exercises, evaluate adequacy of emergency response training and work with Field Operations to ensure regulatory requirements are met.
  • Coordinate and deliver safety training for all personnel and ensure that required safety and security training modules are developed, maintained and implemented in accordance with current corporate policies and governmental regulations.
  • Monitor industry best practices and regulatory requirements to ensure due diligence and compliance with applicable standards. Provide information and feedback to management.
  • Perform other tasks, as requested.
  • Ability to perform various types of environmental and safety testing of facilities (i.e., gas monitoring, dosimeter, EC Probe, testing for NORM…)
