JOB DESCRIPTION SUMMARY
As part of the Human Resource Division of the County Administrator's Office, the Human Resource Assistant will provide support to the HR Coordinator and serve as back up for the Payroll Specialist.
SUPERVISION RECEIVED: Work is performed under the general supervision of the Human Resource Coordinator
SUPERVISION EXERCISED: None.
ESSENTIAL DUTIES AND RESPONSIBILITIES: An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which an employee may be expected to perform).

Assist with the day-to-day operations of the HR functions and duties, providing clerical and administrative support to the HR Coordinator
Train as backup to the Payroll Specialist for payroll processing of all County departments on a bi-weekly basis, including non-union and union staff
Develop a working knowledge of the HR/Payroll software system
Perform responsible clerical and secretarial work requiring knowledge of departmental rules and regulations
Assist in the maintenance of the applicant tracking job positing system
Assist in the onboarding process for all new County employees
Assist with the maintenance of COBRA and FMAL procedures
Report and monitor the status of all Sickness and Accident claims
Assist in the preparation and distribution of all necessary reports and records for work related injuries and illnesses, including the annual posting and audit
Participate in ongoing education with Department Heads and support staff for best practices in personnel and payroll procedures
Provide assistance to County departments in following established personnel procedures and departmental rules and regulations
Assist in maintaining employee benefit records
Assist in the Personnel Budgeting process
Prepare and maintain confidential forms and reports
Sort material for filing and maintain files in proper order
Work together with the Human Resource staff
Maintain information in a confidential manner
Receive and process mail
Perform related work as required

DESIRABLE EDUCATION, EXPERIENCE and/or QUALIFICATIONS: An employee in this class, upon appointment, should have the equivalent of the following training and experience.

Associates in Accounting preferred
Graduation from an accredited high school, supplemented by technical training in bookkeeping work and computer data entry
Two (2) to three (3) years of bookkeeping experience
Considerable computer literacy with ability to be trained on specific software programs, including Microsoft Word and Excel
Strong attention to detail
Strong ability to plan and organize and multi-task in a busy work environment
Ability to prepare complex financial and other records and reports
Considerable knowledge of departmental rules, regulations and activities
Ability to work independently and as part of the HR team
Ability to work effectively with County officials, department heads, employees and the general public
Ability to operate phone, computer, fax machine or other office equipment
Ability to communicate clearly and concisely under tight deadlines
Must be able to remain level headed and cool under pressure
Ability to understand and follow oral and written instructions.

Physical Requirements
Ability to reach, bend or squat to access office files. Ability to sit for long periods of time, moving arms, hand, back and entire body. Ability to speak and hear effectively without limitation. Additional Information
